    Swingtech Consulting is in search of a senior-level Instructional Systems Engineer to help review, revise, and develop a comprehensive training plan for a government agency, and to create specific courses within the curriculum. This role will work with other Instructional Design resources and agency stakeholders to help evaluate the existing plan and courses, measure effectiveness, and develop data-driven recommendations and procedures that will ensure program success. The Mid-LevelISD must be capable of hands-on development of a diverse variety, of course, resources (audio, video, simulations, roleplays, games, etc.) using industry-standard tools and best-practice adult learning theory to maximize learners’retention of the material and subsequent job performance.

     

     

     

     

    Responsibilities:

     

     

    • Assist in the development of afull agency-wide Training Program Assessment in coordination with the client team toidentify gaps in training and development courses and to develop a prioritized plan to address them.

    • Create training content in tandem with subject matter experts (SMEs)that integrates both rich interactions (simulations, role-play elements, and games) and multimedia (video, animation, static graphics, and audio).

    • Develop course materials from scripts through final deliverables using a combination of authoring tools such as Adobe Captivate, basic HTML programming, and multimedia tools such as the Adobe Creative Suite.

     

     

     

     

    • Devise modes of assessment such as tests or quizzes to measure the effectiveness of courses.

    • Assist in the design and execution of a plan to analyze and evaluate the results of all Agency training and educational programs using the Kirkpatrick model.

    • Monitoring communications with customers in the Agency’sCornerstone training platform.

     

     

     

    Qualifications:

     

     

     

     

    • U.S. Citizenship.

    • Bachelor of Arts in instructional systems design, educational technology or similar relevant field.

    • Ability to apply adult learning theory and industry best practices and trends to the design of training programs, instructional architecture, course materials, user interfaces, assessments, and program and course evaluation metrics.

    • Deep experience working within theAnalysis, Design, Development, Implementation, and Evaluation (ADDIE) Model of Instructional SystemsDesign.

    • Solid experience in hands-on coursedevelopment usinga wide variety of tools and techniques for interaction and multimedia design.

     

     

     

     

    • Ability to apply Section 508 accessibility standards to all learning materials, text-based and web-based.

    • Ability to clearly and persuasively communicate complex issues in writing and orally.

    • Proficiency in creating storyboards and mockups to communicate with clients and developers.

    • Ability to work creatively with photographers, videographers, animators, graphics artists, and other professionals to create digital assets for use in training materials and technology-based learning of all types.

    • Attention to detail, ability to review work for quality control essential.

     

     

     

     

    • Ability to work with minimal technical supervision and support.

    • Familiarity with the Department of Defense agencyworks either as a contractor or a DoD employee.

     

     

     

    Tools and Technologies:

     

     

    • 5+ years’ experience and strong proficiency required with:

     

     

     

     

    • Using Adobe Captivate to create engaging learning activities and compelling course content

    • Microsoft Office Suite: Word, Excel, PowerPoint, Outlook

    • SCORM output for Learning Management Systems

     

     

    • Strong proficiency required:

     

     

    • Still image creation/editing using tools such as SnagIt, Adobe Photoshop, and/or Adobe Illustrator

     

     

     

     

    • Solid proficiency a plus:

     

     

    • Video, motion graphics and/or animation using Adobe Premiere, After Effects, Vyond, or comparable tools
