    SysCom, Inc. is seeking a Human Resources Specialist in Lakewood, CO to improve the timeliness and quality of personnel services and products for the United States Geological Survey (USGS). The HR Specialist will:

    • perform data entry, document review and processing, and all other tasks associating with human resources.
    • review vacancy package requests, build vacancy announcements, review and determine qualification and eligibility requirements of applicants and apply veteran’s preference
    • administer recruitment programs for assigned tasks including merit promotion, delegated examining, and recruitment under special hiring authorities
    • perform and coordinate job analyses for establishing and validating rating, ranking and selection criteria
    • analyze and classify General Schedule and Wage Grade positions
    • provide advisory services on all matters pertinent to position classification and position management requests
    • review position descriptions and write evaluation statements defending classification findings and make determinations on grade levels, occupational series, and titles, etc
    • make Fair Labor Standards Act determinations on positions to be classified
    • Ensure the assigned tasks are completed within established timeframes and they are the highest of quality.
    • Ensure all required tasks are executed in accordance with the USGS customer service plan.
    • Ensure quality of all final products with no more than two significant errors per quarter.
    • Meet with a USGS Human Resources Officer (HRO) on a bi-weekly basis to review progress and status of work. Provide a bi-weekly status report to the HRO and Contracting Officer’s Representative (COR). The report shall be submitted in a format mutually agreed upon by both parties (Government and Contractor).
    • Ensure the HR specialists are punctual when reporting for duty.
    • Advise USGS management when HR specialists will not report for duty. Ensure that leave is requested in advance and communicated to the servicing office and provide back up for leave/extended leave.
    • Address contractor personnel conduct and performance issues in an expedited manner and communicate remedial action taken for the current issues and how they will be prevented from occurring in the future.
    • Ensure the HR specialists and contractor personnel are courteous and respectful and are adhering to all Office of Personnel Management (OPM) and Department of the Interior (DOI) laws, rules, regulations, guidelines, standards, and policies.
    • Provide weekly status reports including actions complete, open actions and current status, next steps, projected completion dates, current performance metrics, and problem areas or information/support/decisions needed.
    • Adhere to USGS workplace policies and procedures including but not limited to dress code, conduct, performance, information security, physical security, and tours of duty.

    WORK CONDITIONS

    Contract personnel may work an 8-hour day Monday through Friday, or a compressed work schedule (with 9-hour days, an 8-hour day, and one day off every two weeks). Work may commence as early as 7:00am and as late as 9:00am. Remote work may be authorized during periods of inclement weather, quarantine, or similar circumstances.

     

    REQUIRED QUALIFICATIONS/EXPERIENCE

    • Three years minimum HR experience
    • Demonstrated experience working within the USA Staffing Platform to build vacancy announcements, review applications to determine eligibility and qualifications of applicants, and prepare certificate of eligible
    • Experience with federal civilian staffing, recruitment, and position classification
    • Pass background and credit check and OPM investigation.
