Program Manager – System Operations

Position Summary
The Program Manager – System Operations is a senior leadership role responsible for guiding program initiatives related to transmission system operations, operational tools, and operator training within the electric power industry. This position collaborates closely with executive leadership, technical experts, and member organizations to develop and implement strategic programs that improve operational performance, knowledge sharing, and industry best practices. The role combines program management, technical coordination, and stakeholder engagement to support reliable Bulk Electric System operations while addressing emerging operational challenges and regulatory requirements.
Job Function
- Lead one or more program practice areas related to transmission system operations, operational tools, or operator training
- Translate strategic organizational goals into actionable program-level initiatives
- Cultivate strong relationships with subject-matter experts and encourage participation across member organizations
- Organize and facilitate projects that develop technical and process guidance for operational programs
- Engage with member leadership and executive staff to support organizational objectives and identify emerging industry issues
- Communicate program initiatives, progress, and achievements to multiple audiences
- Lead and participate in peer reviews and technical assistance activities
- Identify and scope targeted technical and operational improvement initiatives
- Coordinate with business intelligence teams to gather and analyze metrics, operational experience, and survey data
- Facilitate knowledge transfer through benchmarking, surveys, and collaborative discussions
- Develop and deliver training for staff and members
- Contribute to organizational strategic planning and program integration efforts
- Support executive leadership in developing policies, processes, and organizational documentation
- Follow corporate policies and procedures and perform other duties as assigned
Education and Experience
- Bachelor’s degree or equivalent in a relevant field
- Minimum 10 years of experience in the electric power industry or a similar industrial environment
- At least 5 years of progressively responsible experience in transmission system operations, operator training, operations support, or a related field
- Familiarity with software tools used in transmission system operations
- Understanding of NERC standards related to Bulk Electric System operations
Qualifications
- Ability to work effectively within a matrixed team environment
- Strong written communication skills with the ability to develop professional, well-organized documentation with excellent grammar and clarity
- Strong oral communication skills, including the ability to deliver engaging and well-structured presentations
- Excellent meeting facilitation skills, including managing large virtual meetings with multiple presenters
- Proficiency with Microsoft Office tools for creating high-quality presentations and documents
- Strong project management capabilities
- Demonstrated initiative, self-direction, and problem-solving ability
- Ability to manage multiple priorities and a high volume of work
- High level of flexibility and adaptability
Preferred Qualifications
- Experience with real-time system operations involving high penetration of inverter-based resources
- Experience operating systems in high wildfire risk areas, including public safety power shutoff programs and wildfire mitigation planning
- Experience implementing ambient-adjusted facility ratings
- Advanced degree in a relevant discipline
- Demonstrated leadership experience in increasingly responsible roles
