    Role Overview

    The Systems Analyst 3 provides advanced technical support and oversight for CAPPS HR/Payroll recruiting systems, with a focus on the transition from Oracle Taleo to PeopleSoft Recruit (TAM/CG). This role combines ERP system expertise, integration support, and service operations across a large multi-agency environment.

    Key Responsibilities

    Recruit System Support & Modernization

    Lead technical support for CAPPS Recruit applications

    Support transition from Oracle Taleo to PeopleSoft TAM/CG

    Configure, test, and maintain recruiting system functionality

    Collaborate with vendors and managed services for system performance and enhancements

    ERP Systems & Design Oversight

    Ensure HR/Payroll requirements, development, and testing align with CAPPS standards

    Review functional designs, integrations, and workflows for gaps and risks

    Support design walkthroughs, validation, and system improvements

    Perform code review and ensure compliance with standards

    Data & Reporting Support

    Support Agency Direct Data Access (ADDA) and agency reporting needs

    Integrate data tools such as Tableau, Power BI, and Oracle SQL Developer

    Provide recommendations to meet agency-specific reporting requirements

    Service Desk & Operations

    Provide Level 2 support for complex issues, integrations, and configurations

    Manage tickets for interfaces, SAML connectivity, batch processing, and system issues

    Participate in ITIL-based service operations and incident management

    Support disaster recovery and upgrade testing

    Compliance & Security

    Ensure WCAG 2.1 accessibility compliance

    Support SOC-1 audit activities and security controls

    Maintain compliance with enterprise security, data integrity, and governance standards

    Required Qualifications

    10+ years of Texas public sector and CAPPS systems experience

    10+ years supporting enterprise ERP applications and integrations

    10+ years of technical project leadership and stakeholder communication

    10+ years of experience with PeopleSoft (FSCM/HCM), PeopleTools, SQL, and Oracle

    8+ years of ITIL service desk and operations experience

    5+ years supporting Oracle Taleo Recruit (multi-tenant environments)

    Experience with reporting tools (Tableau, Power BI, Oracle SQL Developer)

    Experience leading large-scale migrations from Taleo to PeopleSoft Recruit

    Preferred Qualifications

    Experience supporting PeopleSoft Recruit (TAM/CG)

    Experience with enterprise system modernization initiatives

    Experience developing technical specifications for procurement
