    DEVELOPER | VICE PRESIDENT OF DEVELOPMENT

    Under the direction of the President and EVP of Development, this role includes a wide variety of tasks directly related to the planning, development, and advocacy of affordable housing developments from acquisition through construction and occupancy. This position is characterized by a high degree of initiative, responsibility, accountability, and ability to work both independently and congenially with a wide variety of individuals, community‐based organizations, and governmental entities, with minimal supervision.

    The T&H affordable housing development operations are based on the practice of community building principles. The Developer in addition to being technically competent, must exhibit strong community facilitation skills. The Developer must be able to engage neighborhood residents in cooperative dialogue as part of the process of determining appropriate affordable housing products. While acting as an advocate for community, the Developer will have a full range of responsibilities throughout the development activities for selected housing and community development projects, including but not limited to managing new projects as well as the refinancing some of the existing portfolio on behalf of T&H.

    Our successful Developers are knowledgeable in all aspects of affordable housing/real estate development, including the entitlement process and political positioning dynamics. Communication skills are essential to represent the project vision to completion while being sensitive to naysayers. The ability to multi‐ task several needs of each project while managing multiple projects and exercising a high degree of independence, motivation and accountability is crucial.

    THE PERSON IN THIS ROLE WILL ALSO NEED TO HAVE:

    1. Knowledge and understanding of the fundamentals of Real Estate and Multifamily Affordable Housing
    2. Understanding of the real estate financial modeling concepts
    3. Ability to operate with minimal oversight with a mindset that takes full ownership of their role and responsibilities while collaborating with the rest of the team.
    4. Work in a fast‐paced time pressured work environment while managing conflicting priorities.
    5. Great time management skills.

    THE RESPONSIBILITIES IN THIS ROLE INCLUDE THE FOLLOWING:

    1. Identify the vision for the project. The Developer will be responsible for engaging consultants to size the project and help to understand the possible scoring for the tax credit application.
    2. Secure at least four (4) LIHTC applications/reservations per year in designated markets, which will require the following possibilities: (i) secure zoning approvals necessary to develop the proposed project, (ii) work in collaboration with architects, engineers and T&H Construction team to prepare preliminary design concept and a construction budget, (iii) secure funding sources for the proposed project, (iv) underwrite the proposed project in accordance with the T&H Underwriting Process, (v) prepare tax credit applications in accordance with the T&H Score and Application Review Process, and (vi) secure a tax credit reservation.
    3. Apply knowledge of LIHTC regulations and industry standards to proposals, applications, and closings including legal and project document review, and day‐to‐day decisions.
    4. Ensure the accuracy of the information in the proforma for each project.
    5. Responsible for the understanding of the market information.
    6. Manage the design process to ensure compliance/waiver/approval by City, State and Federal municipalities, financing sustainability, and design standards.
    7. Work with T&H Construction to ensure the project design aligns with the proposed budget.
    8. Lead meetings with the design team (architect, civil and structural engineer, and T&H Construction) to create the best fit for the proposed project.
    9. Prepare underwriting analysis of construction costs, environmental hazards, and due diligence.
    10. Monitor construction process by (i) negotiating construction documents and contracts; (ii) monitoring construction progress and resolving conflicts; (iii) overseeing draws and monitoring cost and budget to ensure that project schedules and critical development timelines and milestones are met.
    11. Responsible for engaging all third‐party reports.
    12. Assess any potential environmental and/or soil issues in accordance with the review of the third‐party reports working in conjunction with the T&H Construction group to find the appropriate mitigants and to ensure all costs related to the mitigation are included in the construction or development budget.
    13. Lead all internal approvals meetings throughout the development process along with all the documentation needed for approvals.
    14. Manage all aspects of financing developments by (i) identifying funding sources and completing loan/funding applications, and (ii) securing predevelopment, construction, and permanent financing.
    15. Responsible for securing pre‐development financing for each project. This will include the preparation of a pre‐development budgets and negotiate terms for the pre‐development financing. Developer will also need to ensure ach project states within the approved pre‐development budget.
    16. Responsible for taking the lead with financial partners on closing equity and debt in a timely manner including managing due diligence process.
    17. Work with outside counsel on the review of financing commitments/loan documents to determine that the economic terms are reflected in the proforma and to ensure compliance with T&H Development Financing Process.
    18. Negotiate and draft letters of intent (LOI) for purchase with sellers.
    19. Ensure all requirements to perfect the sale are met prior to the acquisition date or any deadlines within the purchase and sale agreement.
    20. Manage tasks necessary to obtain entitlements, including neighborhood design meetings, submission of entitlement applications, attendance at public hearings, and on‐going coordination of the project design team.
    21. Work with outside counsel, surveyor, and title company to ensure T&H acquires the sites with clean title.
    22. Review legal documents for structuring, risk management, and tax issues.
    23. Attend site visits and development meetings when needed.
    24. Provide clear communication and project support to our clients (Cities, Towns, CDC's, Not for Profits, JV Partners, application consultants)
    25. Proactively work with Construction, Property Management and Asset Management to ensure a smooth transition/project hand off.
    26. Support the President and EVP of Development on special projects when needed.
    27. Advocates for affordable housing by making public presentations, participating in community and public policy discussions, attending conferences, and staying informed of public policies and laws affecting affordable housing.
    28. Management/Supervision duties of support staff which include workflow and review of work for accuracy.
