    Job Description

    Under the direction of the Supervising Transportation Engineer, the ROW Analyst performs as a team member responsible for providing data management, project coordination, document management, and research and analytics in support of the ROW Branch.

    Data Management / Quality Control •Perform QC of data entered into system by ROW-Engineering consultants and others •Review and verify recorded grant deeds, AQC packages, Order of Possessions, adopted RON' s, legal descriptions and appraisal maps Project Coordinator / Research and Analytics •Assists ROW Engineering Manager in assignment and tracking work performed by ROW Engineering division, including updating task management and project status reports. •Provide guidance to ROW Engineering consultants on data entry/management and verifying acquisition status of parcels prior to finalizing mapping and numbering •Maintains and assigns High Speed Train parcel numbers to parcels for ROW Engineering mapping deliverables and document management •Performs property research and assists development of reports used for tracking design changes, project planning and cost estimating and other ad-hoc reports •Manage system holds on parcels and coordinate with the appropriate parties involved to maintain accurate and current statuses •Assist Task Manager with parcel data and history research

    DUTY STATEMENT •Track and coordinate Design and Construction design changes via the RRL process (ROW Change Control) •Assists in change control management by maintaining design change log and Issues/I-folds table •Enters data from ROW Change Requests (RRL form) into geo AMPs ROW Engineering table and tracks deliverables related to design changes •Supports pre-record mapping process and change control by performing post possession/acquisition review of acquisition and condemnation documents to verify acquisition status by sub-parcel to update the Authority's land inventory records •Identifies and reconciles variance between RON and OP (Order of Possession)document and / or acquisitions documents •Coordinates with ROW consultants to confirm changes in acquisition status and escalates issues to Change Control Management (ROW Engineering Manager and/or Compliance Manager) for review •Identifies changes in parcel impacts and property ownership, or other changes that would impact project scope, schedule or cost, and maintain parcel impact/change log Assignment Management •Perform QC review on various assignments delegated to support staff •Provide technical guidance and training to project coordinators, and create, assigns and manage team tasks and deliverables KNOWLEDGE AND ABILITIES: Knowledge of: Principles, practices, and processes of Right of Way; database administration, data management, data analysis/QC and reporting. Ability to: Develop a high level of knowledge of Real Estate practices in California including Property Acquisition Law and the required Right of Way process's and protocols for California public works projects; learn ROW project planning and delivery of the ROW portion of major infrastructure projects in compliance with the Uniform Relocation Act; reason logically and creatively and utilize a variety of analytical techniques to resolve complex problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and assist RDP staff or other interested parties on a wide variety of subject-matter; coordinate the work of others, act as a team player, be flexible and motivated, work under pressure and perform multiple tasks with accuracy, precision, and neatness.
