    TQI Solutions is currently seeking a SYSTEMS ENGINEER ready to deliver outstanding support to our Navy client located in Norfolk, VA. This is a CONTINGENT DIRECT-HIRE OPPORTUNITY at TQI Solutions that will be responsible for analyzing Navy maintenance IT requirements, preparing for and leading system engineering analysis and design of the Maintenance Figure of Merit (MFOM) system.

     This position is in Norfolk, VA and requires an active SECRET clearance.

    JOB DESCRIPTION: The candidate will work collaboratively with a team of professionals providing high quality customer IT support throughout the customer base. Job Duties Include:

    1. Assists with developing software solutions by analyzing user information needs; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle.
    2. Involved with operational feasibility analysis by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
    3. Documents solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
    4. Prepares and installs solutions by determining and designing system specifications, standards, and programming.
    5. Improves operations by assisting Senior Systems Engineer in conducting systems analysis; recommending changes in policies and procedures.
    6. Updates job knowledge by studying development tools, programming techniques, and computing equipment; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
    7. Provides information by collecting, analyzing, and summarizing development and service issues.
    8. Supports and develops software and test engineers

     

    REQUIRED:

    • Experience with MFOM program or similar Navy maintenance program.
    • Knowledge of SPAWAR Systems Engineering Processes
    • Knowledge or experience in Software Development Lifecycle and working with technical teams to create solutions for the customer.
    • Familiarization with phases of software life cycle design and development, experience developing requirements, design documents, and requirements traceability documents.
    • 3-6 years experience in US Navy maintenance, logistics, and business system projects to include one or more of the following:  Engineering, Systems Analysis, Information Assurance, Requirements analysis, .Net development, SQL/Oracle Database Administration, Software Installation, System Administration, Release management and System Architecture support. 
    • Must possess communication and customer service skills
    • Must be organized, able to work across system support team.
    • BS degree in Engineering, Physics, Network Security, Information Systems or Computer Science. (OR may substitute MS degree for 2 year’s experience)

     

    DESIRED:

    • Knowledge of MFOM system architecture, functionality and implementation
    • Familiarity with the MFOM System Engineering Procedures and work instructions (MSOPs), Application Management Support to include the execution of architecture, requirements, analysis and design responsibilities.
    • Familiarity with U.S. Navy environments to include:  Naval Tactical Command Support System (NTCSS), Navy Information Application Product Suite (NIAPS), Navy and Marine Corps Internet (NMCI), Consolidated Afloat Network and Enterprise System (CANES), Integrated Shipboard Network System (ISNS), Common Operating System Environment (COMPOSE), Nosis, Navy Enterprise Data Center (NEDC), New Orleans, LA and Charleston, SC, Afloat Readiness Reporting System (ARRS), FAS-A (Fleet Application Server Classified), FAS-AU (Fleet Application Server Unclassified).
    • Familiarity of U.S. Navy applications to include: Casualty Reporting (CASREP) Generator,      Mission Readiness Assessment System-Classified (MRAS-C), IRRI Messaging System (IMS),            Afloat Toolbox for Maintenance (ATM), Automated Work Notification System (AWN), Mission Readiness Assessment System-Unclassified (MRAS-U), Electronic Work Authorization Form System (eWAFS), Navy Equipment Dispatch Systems (NEDS), MFOM-Classified (C),  MFOM-Unclassified (U), Model Editor (ME) - Classified (C), Model Editor (ME) – Unclassified (U), Cross Domain Solution (CDS), Ship Acquisition Software (SAS), Validation, Screening & Brokering (VSB), Navy Maintenance Database (NMD) Re-platformed, Enterprise Shift Operations Management System (ESOMS).
