    TQI Solutions is currently seeking an IT Financial Management/Budget Plan Specialist ready to join our IT support services team.  This position will provide support to our client located in Norfolk, VA.

    JOB DESCRIPTION:

    Accurately budget, account, and plan for the best utilization of resources via the Program Budget Information System-Information Technology (PBIS-IT) system. Provide analysis support required for certification of the IT budget (NC-36 & NC-33) during DON, Office of the Under Secretary of Defense (OSD), and President's Budget (PB) budget cycles. Provide support in preparing NC-36 and NC-33 exhibits in PBIS-IT as needed. Submit, maintain, and execute the IT Spend Plan and ensure to align/reconcile it to the PBIS-IT budget in a timely fashion. Coordinate schedules and budget submissions with internal and external customers, in conjunction with the Finance Department and Comptroller. Help develop, implement, and maintain a process which standardizes IT budgeting across the command that increases budget accuracy, reduces processing time for budget submissions, and aligns Finance and IT budgeting activities. Develop and update process guides/SOPs. Manage the IT Procurement Request (ITPR) process via NAV-ITAS, in coordination with internal and external customers, to include the accurate submission, tracking, and execution of command IT funded and unfunded requirements. Serve as a MARMC Customer Service Representative (CSR) and delegated representative for ITPR procurement submissions (standard and abbreviated); responsible to review and confirm compliance in all areas even if a SME is not specifically assigned to confirm. Track IT related contract deadlines and ensure timely submission of supporting requirements for contract preparation and execution. Provide analysis support for the IT requirements process and ensure timely submission of IT requirements. Solicit, gather, and assist in prioritizing annual IT requirements from departments for the planning phase of the PBIS-IT budget cycle and incorporation of the Project Objectives Memorandum (POM) process. Conduct analysis of IT spend plan to determine best use for future IT investments and planning and document findings in an appropriate format. Build and maintain databases and spreadsheets for tracking and reporting financial and asset data with PBIS-IT and NAV-ITAS. Support origination and continuous improvement of portfolio management strategies, processes and procedures that align to existing DoN processes/procedures while ensuring IT investments are aligned to command business priorities and assigned missions. Assist in compiling, maintaining, and continuously evaluating command IT portfolio and ensure it is appropriately maintained in Navy/DON IT portfolio repositories. Support the development of the IT strategic direction, policy, standards, and guidance including the development of an implementation plan for executing command IT Portfolio Management. Examine command compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, interoperability, and capital planning. Review, analyze, and refine IT portfolio management concepts, governance structures, policy, procedures, and processes for managing the IT portfolio to meet Navy IT efficiency mandates. Develop Standard Operating Procedures (SOPs) and provide updates quarterly or as tasked.

    REQUIRED EXPERIENCE: 

    • Four (4) years of related IT financial management /budget experience. Up to two (2) years of job-related experience may be substituted for each year of financial/budget related college completed or for each current certification held.
    • Minimum of two (2) years of experience related to Program/Budget Information System-Information Technology (PBIS-IT), Department of the Navy (DoN), Office of the Under Secretary of Defense (OSD), and President's Budget (PB) cycles.
    • DoD FM Certification Level 1 (DFMC1) (or higher level certification) OR Bachelor's Degree (or higher level degree) from an accredited University in the field of Information Technology, Information Systems, Information Management, Computer Science, Cybersecurity, or Finance/Financial Management required.
    • Experience with ITPR, NAV-ITAS, DADMS, and DITPR-DON.
    • Experience with Microsoft Access 2016, Excel 2016, and SharePoint 2013 with experience using and building pivot tables in Excel.

    DESIRED:

    1. Prior experience working in a fast paced Government program preferably supporting a Naval logistics command or repair activity
    2. Effective teamwork, verbal, written and interpersonal communication skills
    3. Ability to work independently with minimal supervision
    4. Action oriented, with the ability to identify, articulate, and implement opportunities
