    INTRODUCTION

    The U.S. Department of Transportation (DOT) is a federal Cabinet department of the U.S. government concerned with transportation. This is a standardized position in the Office of the Secretary (OST) or one of the Operating Administrations (OA), Office of Human Resources.

    SUMMARY

    The incumbent will apply knowledge and skills in the performance of one or more human resources (HR) specialist functions. The incumbent will perform a variety of tasks in one or more of the core HR functions (e.g., HR policy, workforce planning, HR systems and data analysis, employee relations, staffing and classification, employee benefits, training and development, performance management, employee compensation, etc.).

    The incumbent will apply fundamental human resources management (HRM) laws, principles, systems, policies, methods, and practices; as well as analytical, and research techniques used in the HRM profession. The employee will perform a variety of work involving the application of HR concepts, programs, processes and systems. The employee will apply knowledge of DOT/OA’s policies, programs, and procedures necessary to provide appropriate HR advice, guidance, decisions, and commitments for internal and external DOT stakeholders when posed issues and problems are not readily resolved by standard methods.

    DUTIES

    Performs a wide variety of human resources management duties/specialties as assigned that provide specific human resources services for assigned organizations.

    Duties covered by this position description are in one or more of the core HR functional areas: Recruitment and Placement, Classification, Staffing, Processing, Employee Benefits, Employee and Labor Relations, Performance Management, Compensation, Training and Development, HR Policy, HR Systems and Data Analysis. Individual performance standards will be provided based on incumbents’ organization assignment and the specific specialty area of the assignments.

    Performs extensive or complex HR activities such as data analysis, development of reports and presentations, drafting internal operating procedures, researching HR issues, and ensuring the technical accuracy of work products and activities.

    Provides consultative services on matters involving assigned HR functions to meet stakeholders’ needs. Drafts responses to HR cases, prepares reports, and makes formal recommendations regarding HR matters that impact decisions made by management and other employees.

    Investigates HR inquiries and performs quantitative and qualitative analysis on complex interrelated HR trends, problems, and issues, and makes recommendations to improve effectiveness of assigned HR program area and/or to support HR program/policy decisions.

    Prepares clear and concise HR reports, responses, briefings, and written products using software tools and applications. May develop and present briefings, visual presentations, training, and informational sessions to stakeholders.

    Provides products and services for a wide variety of employee categories that involve different systems with different statutory and regulatory authorities.

    Performs other duties as assigned.
