• Manager IV: $8.375.00/month***
• Manager V: $8,376.00/month - $9,212.50/month***

** General Description**

Performs highly complex to advanced (senior-level) work administering the daily operations and activities of the Texas Water Development Board’s Municipal Water Conservation Department. The department includes five program areas: Water Loss, Water Conservation Plans and Annual Reports, Education, Rainwater Harvesting, and Water Conservation Advisory Council. Work involves guidance to development of the department’s growing water loss program, including development of internal processes and engagement with external stakeholders, as well as identify opportunities to enhance conservation-related efforts across the department’s program areas. Leads the development of program efforts to enhance communication of program data and information to external stakeholders. Work also involves establishment of goals and objectives. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards to achieve established goals. Coordinates and evaluates the department. Develops and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment. Reports to the Director of the Conservation and Innovative Water Technologies Division.

_ Essential Job Functions_

• Provides effective leadership and management of the Municipal Water Conservation Department.
• Manages activities related to water loss, including reviewing water loss audits for TWDB loan applicants and recipients and utilities with more than 3,300 connections.
• Conducts the 5-year cycle of water loss audits reports, water loss audit validation, provides training, workshops, and presentations, and managing leak detection equipment.
• Manages activities related to water conservation plans and annual reports, including the review of water conservation plans and annual reports for TWDB loan applicants and other documents submitted by entities as required by Texas Water Code §16.402(b).
• Supports the Water Conservation Advisory Council and its workgroups and oversees updates to best management practices
• Manages activities related to conservation education, including updating conservation literature, educational materials, and conference swag.
• Manages activities related to rainwater harvesting, including presentation of the Texas Rain Catcher Awards.
• Enhances and advances the objectives of department programs using innovative approaches.
• Works with Information Technology staff, Water Use Survey staff, and others on the Loss, Use and Conservation application.
• Oversees the collections, analysis, and reporting of three legislative performance measures.
• Oversees the provision of data reviews, and technical assistance to regional water planning groups and/or TWDB Regional Project Implementation Teams, as needed.
• Coordinates municipal water conservation programs with other state and national agencies and organizations.
• Manages all project activities within the department providing technical direction and guidance.
• Monitors and reports department work activities.
• Authorizes department hiring, separations, disciplinary actions and employee performance rewards.
• Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
• Evaluates department performance and recommends and leads improvements.
• Supports department administrative requirements related to organization, budget, and personnel.
• Ensures the provision of quality customer service from the department to both internal and external stakeholders.
• Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

Qualifications

_ Minimum Qualifications_

• Graduation from an accredited four-year college or university with a bachelor’s degree in Engineering, Water Resources, Natural or Environmental Sciences, Planning, Public Affairs, or related field.
• Work Experience: * Manager IV - seven years of relevant experience leading projects or teams in the program areas of municipal water conservation, water loss, water conservation plans and annual reports, conservation education, and rainwater harvesting AND three years of personnel management. * Manager V - nine years of relevant experience leading projects or teams in the program areas of municipal water conservation, water loss, water conservation plans and annual reports, conservation education, and rainwater harvesting AND four years of personnel management.
• Three years of experience in communicating, writing, and presenting concepts related to water conservation.
• Previous experience with stakeholder engagement.
• Relevant education and experience can be substituted for each other on a year-for-year basis.

_ Preferred Qualifications_

• Graduate degree from an accredited four-year college or university with a master’s or doctorate degree in Engineering, Water Resources, Natural or Environmental Sciences, Planning, Public Affairs, or a related field.
• Three years of experience managing groups of five or more staff.
• Three years of experience managing multiple unique programs concurrently.
• Three years of experience with direct stakeholder engagement through support of or participation in advisory groups, stakeholder networks, regular presentations or trainings, or similar activities.
• Experience with the TWDB’s Municipal Water Conservation programs.
• Experience with data visualization and innovative approaches to disseminating information to stakeholders.
• Knowledge of water loss, water loss audits, or water loss audit validation in Texas or nationally.
• Knowledgeable of water conservation plans and annual reports in Texas or nationally.
• Knowledgeable of water conservation education in Texas or nationally.
• Knowledge of the Water Conservation Advisory Council and conservation best management practices.
• Knowledgeable of rainwater harvesting in Texas or nationally.
