    General Description

    The Chief Data Officer provides leadership and strategic direction for the Data Services Department in the Information Technology Division.

    Performs highly advanced and/or supervisory (senior-level) work administering the daily operations and activities of the Texas Water Development Board’s Data Services Department. Performs managerial, data analysis and architecture work while providing direction and guidance in strategic operations. Work involves establishing goals and objectives, developing policies, standards, designs, and action plans on enterprise wide information governance, data system integrity and integration, and the use of data for business intelligence and analytics as they relate to strategic planning and assessment. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates department activities, develops and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Chief Information Officer of the Information Technology Division.

    Essential Job Functions

    • Provides effective leadership and management of the Data Services Department.
    • Serves as the agency’s Chief Data Officer.
    • Oversees the design, integration, and staging of data warehouses and data marts.
    • Develops and maintains controls on data quality and integrity, including the deployment of data quality monitoring systems and processes.
    • Develops policies and controls for the appropriate protection of enterprise information assets through a defined life cycle.
    • Defines, manages, and controls master data and metadata management policies, controls, and standards.
    • Works collaboratively with business units across the agency to define data elements and reporting standards.
    • Identifies emerging methods and technologies related to data/information management and analysis.
    • Ensures that appropriate audit controls exist for data that serves as the source material for regulatory reports.
    • Ensures that changes in business practices within operational units maintain data system integration and reporting standards.
    • Ensures that reports derived from enterprise data consistently use business intelligence and analytics for decision making and strategic planning.
    • Ensures that all Information Technology Division rules and requirements are followed, including rules for data protection and management.
    • Interacts with customers at various levels and establishes exceptional customer service through rapid response to user issues.
    • Works with other department managers to evaluate emerging software technologies, determining the selection of commercial off the shelf versus custom application software.
    • Works with other department managers to assist the Chief Information Officer in the Information Resources Manager responsibilities.
    • Collaborates with other department managers to assist the Chief Information Officer in assuring that projects, applications, and resources are aligned with the agency’s business goals and objectives.
    • Works with other department managers to assist the Chief Information Officer in assuring that the agency is in compliance with applicable statutes, rules and regulations.
    • Provides effective leadership and management to the Data Services Department.
    • Manages all project activities within the Data Services Department, providing technical direction and guidance.
    • Monitors and reports the Data Services Department work activities.
    • Authorizes the Data Services Department hirings, separations, disciplinary actions and employee performance rewards.
    • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
    • Evaluates the Data Services Department performance and recommends and leads improvements.
    • Supports the Data Services Department administrative requirements related to organization, budget and personnel.
    • Ensures the provision of quality customer service from the Data Services Department to both internal and external stakeholders.
    • Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
    • Maintains confidential and sensitive information.
    • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
    • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
    • May be required to operate a state or personal vehicle for business purposes.
    • Performs other duties as assigned.
  • Qualifications

    Qualifications

    _ Minimum Qualifications_

    • Graduation from an accredited four-year college or university with a bachelor's degree in Information Technology Security, Computer Information Systems, Computer Science, Management Information Systems, or a related field.
    • Seven years of relevant experience managing information resources or information management projects, services, and/or staff.
    • Seven years of relevant experience developing or leading the development of information management strategies or an organization’s data management program.
    • Seven years of relevant experience in enterprise data architecture or information architecture work, including working with data management principles and data governance.
    • Seven years of relevant experience with cloud-based data storage and management solutions.
    • Relevant education and experience can be substituted for each other on a year-for-year basis.

    _ Preferred Qualifications_

    • Two years of experience in data management with a State Agency and collaborating with the Department of Information Resources (DIR).
    • Seven years of experience with business intelligence tools and/or data analytics such as Microsoft Power BI, Tableau, Python, R, Jupiter Notebook, etc.
    • Three years of experience with Snowflake and Dataedo.

    Knowledge, Skills, and Abilities (KSAs)

    • Knowledge of local, state, and federal laws and regulations relevant to the Data Management Department.
    • Knowledge of the principles and practices of public administration and management.
    • Knowledge of master data, metadata and reference data.
    • Knowledge of data warehousing.
    • Knowledge of relational databases.
    • Knowledge of current versions of Microsoft SQL Server, including Database Management and Development tools and Reporting Services.
    • Knowledge of Amazon Web Services and associated data storage environments.
    • Knowledge of current versions of Microsoft Windows Server.
    • Knowledge of applicable state laws and regulations relevant to the management of Information Technology resources in State agencies.
    • Skills in using Microsoft Office programs such as Word, Excel.
    • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
    • Ability to maintain the security or integrity of critical infrastructure within Texas.
    • Ability to meet agency in-office requirements.
    • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
    • Ability to make mature, objective decisions and identify areas of potential problems.
    • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
    • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
    • Ability to perform assigned duties and improve work habits and/or output.
    • Ability to complete assigned work, on time, neatly and in order with infrequent errors.
    • Ability to complete tasks and projects in a timely manner and persists until tasks are completed.
    • Ability to interpret policies, procedures, and regulations.
    • Ability to provide prompt, courteous and accurate assistance and clear and concise communication to agency staff, as well as to employees of other political entities and the public both verbally and in writing.
    • Ability to work with others in a team environment and cooperate with supervisors, co-workers, and others.
    • Ability to manage multiple tasks and schedule work in order to maintain regular progress on assignments and meet deadlines.
    • Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
    • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
    • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
    • Ability to train others.
    • Ability to assign and/or supervise the work of others.
