** Temporary position through August 31, 2027**

This is a Temporary position. A State Agency Temporary employee is hired for a limited duration to meet a specific or seasonal workforce need and is not intended to be permanent. Temporary employees are not independent contractors or contract staff. Full‑time Temporary employees are eligible for vacation leave accrual, sick leave accrual, state service credit, and state‑recognized holidays, in accordance with applicable laws and agency policy.

Salary Ranges:

Grant Specialist II: $5,370.00/month - $5,930.00/month***

Grant Specialist III: $5,9350.00/month - $6,500.00/month***

GENERAL DESCRIPTION

Performs complex (journey-level) to highly complex (senior-level) grant development and administration work. Work involves planning, developing, implementing, managing, and monitoring grants and agreements with groundwater conservation districts. Prepares, coordinates, reviews, and reports on a temporary groundwater conservation grant program within the Groundwater Division. Coordinates activities related to the development and evaluation of grants, grant agreements, amendments, and other required documents. Maintains communication with agency program staff and groundwater conservation district recipients to ensure compliance with state grant requirements. Oversees and monitors budget activities for grant projects, including tracking expenditures, reviewing invoices, supporting documentation, and updating milestones in the tracking database. Ensures compliance and timely reporting by reviewing grantee submissions, maintaining organized records, and preparing federally required reports. Identifies and implements process improvements to meet state grant requirements. May train others. Works under general to limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Groundwater Technical Assistance Department.

** ESSENTIAL JOB FUNCTIONS**

• Coordinates activities related to administering grants to groundwater conservation districts to conduct projects and programs for groundwater research, science, and data collection that benefit local groundwater management and planning.
• Prepares grant application documents, grant agreements, work plans, and amendments.
• Collaborates with division staff, agency contract staff, finance personnel, and legal counsel to address and resolve grant-related issues.
• Acts as the primary point of contact for recipients and agency staff regarding all grant management and compliance matters.
• Collects and submits required documentation to agency contracting staff.
• Reviews and approves project-related invoices
• Monitors project timelines and applies adaptive management strategies to keep projects on track.
• Maintains regular communication with agency program staff and subrecipients to ensure compliance with state and agency grant requirements.
• Performs budget-related tasks for grant projects, including tracking subrecipient expenditures, reviewing invoices for project progress and required payment documentation, and ensuring timely submission of deliverables.
• Monitors project progress and compliance using automated data systems, grant management, and accounting tools.
• Coordinates the receipt, review, and approval of materials submitted by grantees to meet project requirements, close out the grant, and fulfill any future reporting obligations outlined in the grant contract.
• Keeps electronic project records well-organized in the appropriate directories to ensure audit readiness.
• Reviews deliverables for compliance with grant agreement scope and requirements.
• Provides technical assistance to groundwater conservation districts submitting applications.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

Qualifications

** MINIMUM QUALIFICATIONS**

• Graduation from an accredited four-year college or university with a bachelor’s degree.

• Work Experience :

  • Grant Specialist II – Two years of relevant work experience developing, implementing, coordinating, administering, monitoring, and/or planning grant programs.
  • Grant Specialist III – Seven years of relevant work experience developing, implementing, coordinating, administering, monitoring, and/or planning grant programs.

• Relevant education and experience can be substituted for each other on a year-for-year basis.

PREFERRED QUALIFICATIONS

• Experience coordinating, monitoring, or administering state or federal grant programs and budgets.
• Experience managing scientific or technical grants awarded to political subdivisions in Texas.
• Experience working with local government entities or water districts on grant awards and receipt of funding.
• Experience with Texas Grant Management Standards or 2 CFR Part 200e federal grant requirements.
• Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), or equivalent productivity software.

_KNOWLEDGE, SKILLS & ABILITIES _

• Knowledge of local, state, and federal laws and regulations relevant to the Groundwater Technical Assistance Department.
• Knowledge of the principles and practices of public administration.
• Knowledge of State of Texas grant management standards.
• Skills in using Microsoft Office programs such as Word, Excel, and Access.
• Skills in the use of internet, email, word processing, spreadsheet, presentation, and database software.
• Skills in administrative problem-solving, complex document interpretation, and program planning and coordination.
• Ability to maintain the security or integrity of critical infrastructure within Texas.
• Ability to meet agency in-office requirements.
• Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
• Ability to make mature, objective decisions and identify areas of potential problems.
• Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
• Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
• Ability to perform assigned duties and improve work habits and/or output.

• Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
• Ability and willingness to travel 5% of the time, primarily within the State of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
• Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
• Ability to train others.
