    Terrestris, LLC has immediate openings for Incident Commander Subject Matter Experts (IC SME) to participate in National Guard emergency response training exercises in Starke, FL. Exercises are typically 4 days in length and may include weekdays and weekends. The CBRN Enhanced Response Force Package (CERFP) is a collaborative response including civilian and National Guard responders. This team is responsible for countering the effects of a chemical, biological, radiological, nuclear, or high-yield explosive incident as well as natural disasters.

    WHAT WILL INCIDENT COMMANDER SUBJECT MATTER EXPERTS (IC SME) DO?

    • Act as an Incident Command Role Player, creating a simulated Incident Command post, and assisting with exercise planning and development.
    • Be responsible for the overall management of the simulated incident, which is by nature complex and which requires numerous personnel and resources.
    • Develop and implement a transition plan based on escalating incident complexity.
    • Delegate various management tasks by assigning objectives to the Command and General Staff personnel.
    • Work as a member of a Unified Command.
    • Approve all plans and operations outlined in the Incident Action Plan (IAP).
    • Coordinate simulated operations at the local level.
    • Supervises Incident Command and General Staff.
    • Indirectly supervises all other personnel assigned to the incident through subordinate Incident Command System management positions (section chiefs, branch directors, division/group supervisors, unit leaders, and strike team/task force leaders).

    WHAT ARE THE REQUIREMENTS FOR THE INCIDENT COMMANDER SUBJECT MATTER EXPERTS (IC SME)? Training:

    • IS-100: Introduction to the Incident Command System, ICS-100.
    • IS-700: National Incident Management System, An Introduction.
    • IS-200: Basic Incident Command System for Initial Response, ICS200.
    • ICS-300: Intermediate Incident Command System for Expanding Incidents.
    • ICS-400: Advanced Incident Command System for Command and General Staff – Complex Incidents.
    • IS-800: National Response Framework, An Introduction.
    • IS-2900: National Disaster Recovery Framework (NDRF) Overview.
    • E/L 0950: National Incident Management System Incident Command System All Hazards Incident Commander Course, or equivalent.
    • E/G/L 0191: Emergency Operations Center/Incident Command System Interface.
    • United States Fire Administration (USFA) 0305: Type III AllHazards Incident Management Team Course.

    Experience:

    • Successful completion of the NQS PTB for the NIMS Type 4 Incident Commander, or equivalent AHJ documentation.
    • Satisfactory performance as Task Force Leader or Strike Team Leader, or supervisory experience equivalent to a Task Force Leader or Strike Team Leader.
    • Successful completion of the NQS PTB for the NIMS Type 3 Incident Commander, or equivalent AHJ documentation.
    • Successful performance as a NIMS Type 4 Incident Commander.

     Knowledge, Skills and Abilities:

    • Understanding of first response agencies and their capabilities.
    • Understanding of a CST and CERFP capabilities.
    • Planning and decision-making capabilities.
    • Understanding of Municipal Government & internal departments and capabilities.
    • Emergency Management expertise.
    • Good interpersonal skills.
    • Ability to speak and articulate to Command level personnel.
    • Writing and Computer skills.
    • Have knowledge of how state emergency response plans and regional response plans are implemented and understand the importance of decontamination procedures.

    • Complete knowledge of ICS forms as they apply.
    • Emergency response and fire ground experience (firefighter).
    • Actual HAZMAT response experience (HAZMAT responder).
    • All-Hazards IMT Trained.
    • Previous experience working with Federal Emergency Management Agency CRE elements during EXEVALs, CTEs Exercise.
    • Emergency Operations Center experience (actual working experience).
    • Proven ability to provide SME support and properly implement the incident command system.
    • Proven ability to provide SME support and properly implement a local emergency response plan.
    • Proven ability to provide subject matter expertise on hazards and risks associated with employees working in chemical protective clothing.
