    Job Description

    We have an opening for a US/UK Technical Action Officer. You will play a key role supporting SD and LLNL in the implementation and execution of policies and operations related to the 1958 Mutual Defense Agreement (1958 MDA). You will act as a technical advisor to the US/UK Office Director and help define strategic programmatic guidance for US/UK collaborations. This position reports within the Strategic Deterrence (SD) Directorate.

    This position requires full-time on-site presence due to the nature of the work.

    In this role you will:

    • Direct the LLNL US/UK Office in technical document reviews, ensuring exchange topics are within the 1958 MDA scope and that all LLNL SRD communications with the UK meet the Joint Atomic Information Exchange Group (JAIEG) requirements prior to release. Lead and influence LLNL engagements with JAIEG, including audits, document management, scope and transmissibility determinations, and issue resolution, setting broad technical direction for these activities.
    • Drive process improvements in collaboration with JAIEG, developing and implementing innovative policies, procedures, and interactions that have significant impact on organizational operations.
    • Assist the US/UK Office Director in implementation of internal and federal policies, procedures, and practices in support of the 1958 MDA often determining and pursuing courses of action essential to organizational goals.
    • Develop and oversee tools and methodologies for the US/UK Office to ensure rigorous compliance with JAIEG guidance, influencing long-term operational strategies.
    • Establish and maintain high-level relationships and collaborations with counterparts from key sites within the U.S. and UK, particularly NNSA laboratories and the UK’s Atomic Weapons Establishment (AWE) and Ministry of Defense (MOD), acting as a principal technical advisor.
    • Shape the development of US/UK program strategies and priorities for LLNL’s interactions with the UK, contributing to the advancement of organizational goals.
    • Provide strategic guidance to JOWOG and technical leads, ensuring responsibilities are understood and met under the 1958 MDA.
    • Lead and deliver training for US/UK transmissibility and transmissibility reviewers, mentoring staff and ensuring knowledge transfer across the MDA community.
    • Deliver and assist with development of US/UK transmissibility training for staff and transmissibility reviewers, mentoring staff and ensuring knowledge transfer across the LLNL community.
    • Represent LLNL at high-level MDA meetings (up to 4 times per year for 3-5 days each), often acting as a primary technical spokesperson.
    • Perform other duties as needed.
  • Qualifications

    Qualifications

    • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
    • PhD in a technical area or an equivalent combination of education and/or significant related experience.
    • Extensive experience in research and development related to warhead design and development, with demonstrated ability to lead and direct complex technical projects.
    • Broad and deep familiarity with Laboratory processes and procedures for modernization or stockpile stewardship programs, including applicable NNSA and DoD orders.
    • Recognized subject matter expert across one or more warhead topics, with a proven ability to review and evaluate technical documents for external exchange.
    • Demonstrated ability to provide innovative solutions to highly complex problems, requiring in-depth analysis and creative approaches that impact organizational strategy and operations.
    • Proven ability to develop new ideas, modify approaches, and/or redefine customer requirements to influence organizational direction.
    • Expert-level communication, facilitation, and collaboration skills, necessary to present, explain, and advise senior management and/or external sponsors, and to effectively collaborate in a team environment.
    • Significant experience interacting effectively at high levels within internal and external organizations and constituencies, such as the NNSA/DOE, DoD, and other organizations as an SME in a technical area.
    • Demonstrated experience working independently and responsively under minimal direction amidst changing priorities, with a proven ability to meet critical deadlines.
    • Demonstrated ability to mentor and lead the MDA community at LLNL, within your area of expertise.
    • Advanced experience with Microsoft Suite (e.g., MS Teams, Excel, Word, PowerPoint, and Outlook), Webex, and Adobe.
    • Advanced experience working in classified environments (e.g., vaults, iSRD, documents, etc.).
