  • Responsibilities

    The Technical Project Manager leads the overall BATS Modernization effort, overseeing a cross-functional agile team to deliver a modern, responsive, microservices-based application that replaces the legacy BATS system. This role is responsible for project planning, sprint execution, risk management, stakeholder coordination, and ensuring predictable delivery within ATF’s Agile Scrum framework.

    Key Responsibilities:

    Direct all aspects of the 18-month modernization project, including transition-in, development, CI/CD maturation, data migration, security/ATO support, and transition-out.

    Manage backlog refinement, sprint planning, velocity, burndown, and delivery predictability while meeting or exceeding ATF performance requirements (≥90% story completion, flow efficiency, etc.).

    Serve as primary point of contact for the COR/GTM/Product Owner and facilitate daily stand-ups, sprint reviews, and retrospectives.

    Identify, track, and mitigate technical, schedule, and performance risks.

    Ensure compliance with ATF IT Governance, Data Governance, SPARTAN UI/UX standards, and all security requirements.

    Coordinate with ISSO for ATO support and continuous monitoring.

    Minimum Qualifications:

    Bachelor’s degree from an accredited institution.

    Minimum 6 years of technical project management experience in software modernization or large-scale web application development.

    At least one of the following certifications: AWS Certified Solutions Architect (Associate or Professional), Certified ScrumMaster (CSM), PSM I/II/III, or A-CSM.

    Proven experience leading agile teams in federal or highly regulated environments.

    Strong knowledge of AWS, .NET, microservices, CI/CD, and DevSecOps.
