We seek Technical Training and Development Instructional Designer | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0010009] candidates with relevant Government And Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government And Public Services Sector Clients such as WMATA. Provide services and support as a Technical Training and Development Instructional Designer [WMATA Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation] in the Government And Public Services Industry Sector focussing on Human Capital Solutions for clients such as Washington Metropolitan Area Transit Authority (WMATA) | Technical Training and Development Division (TTDV) | Safety and Readiness Department Generally Located In CONUS - Washington D.C and across the Mid Atlantic Region (Of Country/World) Working On-Site (Client Site).
Instructional Design & Learning Development. Designing dynamic, learner-centered training experiences that empower WMATA’s technical workforce for operational excellence.. This work factors into the categories of Technical Training and Learning Design Staff Augmentation, Comprehensive Instructional Systems Design and Process Modernization, Learning Innovation Design and Performance Enhancement, Safety and Readiness Technical Training, and Learning Design and Technical Workforce Capability Enhancement. Designs ILT/CBT/blended content, creates storyboards, assessments, and facilitator/participant guides using ADDIE/SAM—core ISD duties.
RESPONSIBILITIES AND DUTIES - Technical Training and Development Instructional Designer | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0010009]
Develop instructor-led and computer-based training materials; conduct training needs analyses; collaborate with SMEs; create lesson plans, assessments, and multimedia content; apply adult learning theory and accessibility standards.. Major Duties and Responsibilities:
Design and Develop Instructional Content: Create engaging and effective learning materials, including presentations, handouts, CBT modules, and job aids, using established templates and design standards.
Apply Instructional Design Principles: Develop content that aligns with adult learning theory and instructional best practices, ensuring clarity, accessibility, and learner engagement.
Engage in Proactive Stakeholder Communication: Maintain regular communication with stakeholders to provide project updates, gather feedback, and ensure alignment with strategic training goals and operational needs.
Manage Project Timelines and Milestones: Develop and maintain detailed project plans, track progress against key milestones, and address risks or delays to ensure timely delivery of training products.
Collaborate with Subject Matter Experts (SMEs): Work closely with SMEs to gather technical content, clarify complex information, and translate it into learner-friendly formats that meet training objectives.
Review and Quality Assurance: Lead content reviews to ensure accuracy, consistency, and alignment with learning goals, incorporating feedback from stakeholders.
Contribute to Evaluation Efforts: Collect and organize learner feedback and assessment data to support the evaluation of training effectiveness and identify areas for improvement.
The ProSidian Learning Innovation Design Consulting Team will leverage relevant professional achievements, relevant experience (with a preference for transit, organizational change and productivity experience), their professional qualifications, resumes, certifications, and relevant skills to deliver the following:
Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.
Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats—including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.
Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick’s Four Levels. Deliverables will include analyses of leaner behavior and user experience data.
Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.
Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.

Qualifications

5+ years in instructional design, eLearning development, or curriculum design in technical or transit domains.. Minimum Qualifications:
Bachelor’s degree in instructional design, education, or related field
3+ years of experience in instructional design
Familiarity with adult learning theory and instructional technologies, including ADDIE
Experience with technical training programs, with a preference for transit
Knowledge and experience with Web Content Accessibility Guidelines (WCAG) version 2.2
Experience with Learning Management System platforms and authoring tools including Adobe Captivate (Classic and/or New version) and InDesign
Experience holding working sessions with SMEs.
Preferred Qualifications:
Project Management Certification (PMP or similar)
Experience with transit technical training programs

Supports the Lead ISD in design execution and ensures content aligns with WMATA learning standards.. The ProSidian Learning Innovation Design Consultants shall provide:
All hardware required for the performance of the scope of work; and
Proper licenses and license codes along with hardware keys for required software (namely Microsoft Suite and Adobe Creative Cloud, including Captivate (old and new versions))
Consultant resources engaged during this project must have taken the relevant recommended training courses or have equivalent knowledge and experience; and
The ProSidian Learning Innovation Design Consultants agree to cooperate in good faith to complete the services and deliverables in a timely and professional manner.
The ProSidian Learning Innovation Design Consulting Team will submit all required deliverables, as outlined in this Statement of Work (SOW), to The Client’s COTR/Project Manager for review and approval. The Client will evaluate each deliverable to determine whether it meets the criteria established in this agreement and adheres to relevant procedures. Once a deliverable is reviewed and found to meet these standards, it will be deemed accepted.
Progress Reporting
Minimum of weekly check-in meetings with The Client’s COTR/Project Manager
Minimum of bi-weekly draft update emails for The Client’s COTR/Project Manager to send to stakeholders
Minimum of monthly written status reports with updated project plans and Gantt charts each month
Final project close-out documentation and handoff or transition out documentation
The Client will provide The ProSidian Learning Innovation Design Consulting Teams with:
Existing policies and procedures, and other related documentation;
Access from IT to exchange deliverables, data and materials in the performance of this Contract;
Necessary training required to access The Client facilities or locations; and
SMEs for scheduled workshop sessions.
The Client shall be responsible for providing escorts, coordinating access to facilities, and providing all The Client personnel required to support Consultants in the performance of their duties.
