The DECLASSIFICATION ANALYST will use their analytical skills to apply policy and procedures created by the client in providing the final recommendation on different review mediums. Each candidate must also display strong analytical skills, reading comprehension, attention to detail, and organizational abilities.
Must have an active TS/SCI and be able to attend the Department of Energy Historical Records Restricted Data Reviewers (HRRDR) course.
RESPONSIBILITIES
- Assist in the administration of the DOJ’s Automatic Declassification Program, including the coordination of all declassification activity with the National Declassification Center (NDC) and DOJ Components with classified permanent records.
- Monitoring and preparing program and review progress reports, declassification guides, standard operating procedures, memorandums, letters, policy statements, and manuals within the Department’s systems of directives and correspondence guidelines.
- Perform technically correct, error-free declassification reviews in accordance with established Information Security Oversight Office (ISOO), NDC, and Department procedural guidance and in compliance with Executive Order 13526.
- Develop and create new automatic declassification guides if specific program needs arise.
- Assist in the implementation of automatic declassification policies, procedures, standards and methods. Make recommendations for changes to standard practices and implementing instructions as necessary.
- Develop and present automatic declassification procedural guidance and equity recognition training for Department declassification reviewers and other agency audiences. Coordinate equity recognition training with other agency declassification activities as required.
- Assist in the preparation, revision, maintenance, and coordination of all Department declassification guides. As required, update and maintain the “DOJ Automatic Declassification Review Guide.” This includes interacting and coordinating with the ISCAP and DOJ Components regarding information proposed for exemption and declassification.
- Analyze, research and make the final recommendation on classified and unclassified records.
- Ability to perform a variety of information management reviews.
- Participates as a team member but also works independently to adjudicate decisions on documents (independent research is also required).
- Proper understanding of document markings and ultimately proper handling.
- Strong understanding of classification, declassification, and FOIA exemption categories.
- Ability to properly recognize actual and possible nuclear weapons, intelligence information, and military planning information in all types of documents.
- Ability to correctly apply appropriate review guidance.
- Ability to apply proper records management techniques to ensure the integrity of reviewed material.
- Able to research information and make informed decisions.
- Ability to interact with the government client when necessary.
- Leverages professional experience such as intelligence, military, operational security, or foreign affairs training while executing job responsibilities.
- Assists with new analyst training.
- Plans work, mentors and provides consistent feedback to junior and information management analysts.
- Conducts reinforcement training and key equity briefings (Acoustic Intelligence, Foreign Military Sales, Military Exercises, Combatant Commands) for junior and information management analysts.
- May be asked to lead small ad hoc teams of short duration.
- Perform all other position related duties as assigned or requested.
REQUIRED QUALIFICATIONS
- Bachelors degree preferably in History, Political Science, International Affairs, Security Studies or related field and 5-10 years relevant experience; or 7 – 10 years’ direct experience in with a focus on declassification. Support experience in research, FOIA, public policy, intelligence, military weapons systems, or records management/museum.
- Thorough knowledge of Executive Order 13526 and 32 CFR 2001 including an in-depth familiarity with the 25-year automatic declassification program and the roles of the ISCAP and Information Security Oversight Office (ISOO)
- Project Management Experience
- Excellent communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.
- Position may require periodic travel within the National Capital Region.
