    We are looking for a Purchasing Manager. The role of the Purchasing Manager is to plan, execute, and finalize purchasing and procurement strategies for spend across the plant and organization. This includes acquiring resources within budget and facilitating communication between the plant, commodity buyer(s) and group constituents in order to deliver products and services according to business plan objectives, including participation in productivity/savings targets. The Plant Purchasing Manager will purchase materials, supplies and services at the best price, quality and delivery available. The Purchasing Manager will directly supervise assigned personnel.

    RESPONSIBILITIES:

    • Supervises and develops the assigned staff in charge of the procurement for the plant.
    • Propose and manages the local Purchasing budget.
    • Implements Purchasing “Best in Class” processes and procedures.
    • Contribute to reach purchasing objectives for the plant: purchasing index, quality level, number of suppliers, payment terms, and works with others on material cost reduction initiatives.
    • Scope covers all areas of site's purchasing: Direct material, MRO, capital projects and any other service or item that is purchased locally.
    • Manages Purchasing projects.
    • Contribute to the application of sourcing strategies. This includes interface with specific commodity manager(s) and plant stakeholders.
    • Monitors and analyzes trends in plant spending and inventory control in order to make recommendations for the future, and to identify areas for possible savings.
    • Analyzes trends and market conditions for the present and future pricing, availability, lead-time, and capacity of goods and services.
    • Coordinates with Commodity Manager(s) to support or conduct negotiation of pricing, terms and conditions of sale and warranties of goods and products with key suppliers and vendors.
    • Monitors vendor, service provider, outsourcer, and/or contractor performance to ensure quality of service. Updates monthly supplier performance matrix(s) in the plant and/or Business Unit Databases (e.g. Zycus iPerform).
    • Develops and delivers purchasing and inventory reports, bid proposals, requirements documentation, and tender documents.
    • Where necessary, develops and implements plans to auction, recycle or otherwise sell obsolete inventory and equipment.
    • Responsible for the management of compliant scrap sale contracts.
    • Where necessary, coordinates delivery of CAPEX and other collateral equipment to the plant. Ensures the necessary materials, tools and services for the operation of the company.
    • Ensures good quality and on-time delivery of the supplied products and achieves budget targets of suppliers (i.e., Parts per Million (PPM), On Time Delivery (OTD)).
    • Manages suppliers’ audit and suppliers’ improvement(s), when necessary.
    • Submits and follows up on Supplier Activation Requests (SARS).
    • Submits and follows up on new or modified Supplier Set-up.
    • Ensures suppliers acknowledge purchase orders and maintains ERP system pricing and vendor related parameters and information to ensure purchase order accuracy.
    • Support objective of optimization for the number of suppliers and improves payment terms.
    • Maintains local plant contracts including, but not limited to, facilities, parking and logistics.
    • Provides financial support to the plant through PPV review, upload, analysis and support.
    • Contribute to supplier management including management of supplier stop-shipment issues (e.g., pricing/payment terms and disputes), escalation and communication of supplier issues to as needed.
    • Ensures self and department compliance with the Tenneco Integrity Policy and the facility’s Environmental Health and Safety Policy.
    • Co-coordinates quality activity of suppliers.

    Required Skills Required Experience

    EDUCATION: Bachelor’s Degree in the field of Business, Purchasing, Supply Chain Management or applicable field is preferred; Economical or Engineering studies are also relevant.

     

    SKILLS/EXPERIENCE:

    • 3 - 5 years experience in a purchasing Automotive Industry Sector or in a mass production manufacturing facility.
    • Ability to effectively communicate in English
    • Strong knowledge of purchasing regulations and laws.
    • Excellent contract management skills are essential.
    • General knowledge of accounting and finance, marketing, and logistics.
    • Experience working both independently and, in a team-oriented environment is essential.
    • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
    • Effective negotiation skills.
    • Ability to deal tactfully with peers and suppliers.
  • Qualifications

    Bachelor degree or above with engineering background, at least 2 years working experience in the same position. CET-4, English can be used as working language in both writing & speaking. With MCS project management experience, familiar with APQP/PPAP and other related tools. Under high work pressure and good at communication, with teamwork spirit.
