    Tesoro Group is seeking an experienced Property Manager to join one of our long-term clients’ team at (2) of their properties in Minneapolis, MN. The ideal candidate will have 2 years’ experience in Residential Property Management – affordable housing/income restricted experience is required – at least 1 year in a property manager role and experience will full cycle leasing with income restricted communities (new leases/renewals).

    This role will be working with (2) affordable/income restricted communities (Site 1 was built in 2005, 74 income restricted units and 3 stories and Site 2 was built in 2008, 66 income restricted units and 4 stories).

    Salary: $26-$29/hour while on contract (30-90 days before conversion).

    Schedule: Monday – Friday 8am – 5pm – weeknight and weekends availability is required during peak seasons and special projects.

    Responsibilities and Job Duties:

    • Takes ownership of assigned properties, acts as the company’s primary coordinator to ensure that the company’s goals are fully meet and to exceed contractual property management obligations.
    • Directs the day-to-day activities of resident and tenant relations, safety/security, maintenance, marketing, landscaping, inspections, snow removal, and other operations.
    • Maintains customer service and excellent relations with residents, resident cooperatives, commercial tenants, outside agencies or vendors and organizations.
    • Works on the first and last day of each month until responsibilities are completed; some overtime may be required.
    • Performs other tasks & duties as assigned based on business needs.
    • Shops comparable projects in the marketplace monthly.
    • Makes appointments, shows apartments, screens applicants, and verifies applications for completion.
    • Meets Company benchmarks for occupancy, rent collections and timely compliance paperwork.
    • Maintains complete and accurate property files and records, according to department systems, with an emphasis on documentation for future reference.
    • Coordinates with Corporate support staff on management company procedures for processing and distributing information.
    • Prepares all resident files to include all preparatory paperwork; prepares all move-out materials.
    • Ensures compliance with state, federal and local housing laws.
    • Complies with all Company, agency, and city compliance requirements.
    • Assists with subsidy administration in accordance with HUD rules and regulations.
    • Engages, contracts, supervises, and approves invoices for all goods/services required to maintain the assigned properties up to company and owner standards.
    • Develops operating income/expense budgets and capital budgets that reflect the owner's objectives for operating the property, cash flow requirements and leasing strategy.
    • Prepares this data to be used as an ongoing accounting reporting tool. Further accountability includes administration of budgets, operational review and analysis of corrective action needed. Recommend and implement programs that contribute to center profitability.
    • Analyzes and distributes financial statements including operating variances from budget, cash management and strategies for collection of receivables.
    • Coordinates collection and documentation of all revenues following lease obligations of residents/tenants and the owner's policy on accounts receivable. Collect delinquent accounts promptly. Communicates with accounting department to ensure accuracy of rent roll and accounts receivable.
    • Produces required volume of work by planning, organizing, and prioritizing work duties.
      • Works designated schedule and adhered to attendance policy.
      • Follows grooming and appearance standards, general work rules, and all policies/procedures.
      • Maintains a clean and safe work environment and follows all safety and emergency procedures.
      • Attends all required meetings and training sessions, including travel to corporate headquarters as needed.
    • Must be respectful of resident/tenant privacy, including specific commercial tenant needs.
    • Works as a team player and interacts with all internal and external customers in a friendly/efficient manner.
    • Keeps management always informed in the areas of:
      • Resident/tenant complaints
      • Suggestions for improvement of property performance
      • Status of vacancies/projected occupancy
      • Cash flow situation.
      • Any legal actions
      • Performance of assigned staff
      • Property conditions that could necessitate action by senior leadership.
      • Potential property liabilities or hazards

    Supervisory Responsibility

    • As applicable, supervises, coaches, directs, trains, and evaluates staff; Prepares and conducts employee reviews and completes timecard approvals.
    • Supervises on-site maintenance, if utilized at assigned properties. Develops specifications and continually evaluates service needs and performance in all areas of maintenance and management. Forecast sand manages replacement of major capital expense items including HVAC system, roof systems, parking lot surfaces, etc.

    Qualifications and Experience:

    • 2 years’ experience in Residential Property Management – affordable housing/income restricted experience is required – at least 1 year in a property manager role and full cycle leasing (new leases/renewals).
    • Valid Driver’s License and reliable transportation as this role will be roving between (2) properties.
    • Be able to pass a Kari Koskinen background check.
