    Our client has an opportunity for a Senior Electric Utility Consultant to lead a consulting practice in Austin, Texas. The ideal candidate would have at least ten years of experience in the industry and be very familiar with rates and regulatory topics affecting the utility industry.  Ideal candidates would have experience with the Public Utility Commission of Texas and wholesale transmission and market matters involving the Electric Reliability Council of Texas (ERCOT).

    This candidate would run an office with 5 other consultants, eventually growing to 15 consultants.  This role is also on the path to a Partner title.

    This individual will provide consulting services to clients and advise on detailed, complex subjects including wholesale and retail electric rates, cost of service studies, review proposed legislation affecting utilities, financial planning, power supply planning, transmission access, electric industry restructuring, deregulation policy development and implementation, and interfacing with and operating under RTOs.

    The Rates and Regulatory practice works with utilities, industrial companies, municipalities, and government agencies on a variety of challenging rate, regulatory, and cost of service related proceedings involving electric, natural gas, and water/wastewater utilities. In addition, we provide retail energy procurement and contracting services and utility valuation services.

    Responsibilities:

    • Provide expert witness testimony in proceedings before utility regulatory bodies including the PUCT and the Federal Energy Regulatory Commission.
    • Analyze utility rate increase applications on behalf of customers or groups of customers.
    • Review of utility annual formula rate updates.
    • Negotiate rates and energy supply contracts for cooperative, municipal, and industrial clients that purchase large amounts of energy.
    • Assistance in development of utility Integrated Resource Plans.
    • Prepare retail and wholesale rate design studies, revenue requirement evaluations, and analyses of alternative power supply resources.
    • Monitor PUCT activity and participate in dockets involving matters affecting clients.
    • Monitor developments at ERCOT and serving as a stakeholder representative for clients in ERCOT on matters related to market design, energy supply, resource adequacy, and transmission planning.
    • Follow commodity markets and make recommendations for wholesale and retail power procurement.
    • Advise clients on energy planning, demand response, renewable supply, and end use efficiency.
    • Perform business development activities.

    EXPERIENCE AND SKILLS:

    • Bachelor’s degree in Engineering, Statistics, Accounting, Finance, or similar field.
    • Master’s degree preferred.
    • 10+ years directly related work experience in the electric power industry.
    • Both hands-on / detail-oriented but also a strategic-thinker
    • Possesses leadership/supervisory attributes.
    • Experience providing expert testimony a plus.
    • Experience in regional transmission organizations, primarily ERCOT and knowledge of other markets is a plus (PJM, MISO, SPP).
    • Strong problem-solving, judgment and decision-making skills.
    • Demonstrated verbal and written communication skills.
    • Demonstrated business development experience
    • Can travel about 10-40% of the time.
