    TCEQ MISSION

    The Texas Commission on Environmental Quality strives to protect our state's public health and natural resources consistent with sustainable economic development. Our goal is clean air, clean water, and the safe management of waste.

     

    OFFICE OF AIR MISSION

    The Office of Air protects human health, the environment, and the state’s air resources through development and implementation of programs in three divisions: Air Grants, Air Permits, and Air Quality.

    The Office provides grants to reduce air pollution, oversees air permitting activities, strives to protect and restore air quality in cooperation with local, regional, state, and federal stakeholders, and tracks progress toward environmental goals, adapting plans as necessary.

     

    GENERAL DESCRIPTION

    Manages the contracting process under the Texas Emissions Reduction Plan (TERP) and other grant programs for the Air Grants Division of the Texas Commission on Environmental Quality (TCEQ). Manages contracts for the TERP grants programs, including the drafting of amendments, minor change documents, and associated correspondence. Verifies the eligibility of purchases under TERP grant contracts.  Oversees the amendment approval and execution process. Ensures completion in a timely, professional, and accurate manner in accordance with agency policies and procedures. Maintains grant contract files to include contract correspondence, customer contact information sheets, contractual changes, and other documents in accordance with agency procedures. Answers questions or finds information related to contract terms and conditions for agency staff, grantees, and/or vendors. Reconciles database information with contract and fiscal files. Assists in developing, updating, and maintaining approved grant program contract shells. Coordinates with agency legal and procurements staff on the review and approval of contract shells and other contract-related documents.

     

    NOTE: This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist III series.

    SPECIAL REQUIREMENTS

    • Moving up to 5 - 10 pounds of files and reports.
    • Traveling up to 10% of the time, with overnight stays.

    Qualifications

    MINIMUM QUALIFICATIONS

    Graduation from an accredited four-year college or university plus one year of full-time experience in contracting or purchasing.

    OR

    Five years of full-time experience in contracting or purchasing.

    Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

     

    TRANSCRIPTS / COLLEGE HOURS OR COURSE WORK: See instructions on how to attach documents. A copy of your official college transcript or evaluation of foreign credentials in CAPPS is required if needed to meet the minimum qualification requirements outlined above.

     

    PREFERRED QUALIFICATIONS

    • Experience with contract or grant administration.
    • Certified Texas Contract Manager (CTCM).

     

    CONDITION OF EMPLOYMENT:
