    Job Description

    HERE’S WHAT YOU’LL BE DOING...

    • Review and evaluate permit applications and prepare TCEQ or TPDES draft individual permits, general permits, or authorizations in accordance with state and federal rules, policies, and guidelines for all application types. Perform engineering calculations and analysis during permit application reviews.
    • Respond to comments on assigned permit applications and revise permits and other documents as needed. Prepare formal responses to public comments on assigned permit applications, draft permits, or facilities in coordination with agency’s Environmental Law Division and revise permits and related documents as necessary in response to public and Environmental Protection Agency (EPA) comments. Review related documents and develop permits with consideration of good engineering practices.
    • Communicate information concerning permits and the permitting process to agency staff, agency management, the general public, and the regulated community. Attend meetings and respond to telephone calls and letters received by the program.
    • Participate in alternative dispute resolution (ADRs) in conjunction with team leader and other staff, attend public meetings and participates in the resolution of contested permit applications, and providing expert testimony at public hearings before an Administrative Law Judge or the Commission. Provide technical expertise for legislative hearings.
    • Conduct, participate, or lead special projects and assignments, including providing engineering analysis and recommendations for Water Quality Division-level technical issues; drafting guidance and operating procedure documents and correspondence; preparing authorization to construct requests; reviewing permit cancellation requests; reviewing wastewater discharge or disposal requests; and performing other special assignments as requested. Provide technical expertise to staff and leadership and mentoring for the municipal permitting program staff.

    Qualifications

    Engineer I

    • Texas Professional Engineer's license.

    Engineer II

    • Texas Professional Engineer's license plus one year of full-time engineering experience beyond licensure.

    Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.

    • Career Ladder Progression: One year of full-time experience at TCEQ as an Engineer I.

    Engineer III

    • Texas Professional Engineer's license plus two years of full-time engineering experience beyond licensure.

    Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.

    • Career Ladder Progression: One year of full-time experience at TCEQ as an Engineer II.

    Engineer IV

    • Texas Professional Engineer's license plus three years of full-time engineering experience beyond licensure.

    Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.

    Engineer V

    • Texas Professional Engineer's license plus four years of full-time engineering experience beyond licensure.
