Job Description Summary

Performs complex (journey-level) hydrometeorological data analysis and quality assurance work for the Texas Water Development Board’s TexMesonet program, which operates and maintains a network of earth observations stations across Texas and publishes information at www.TexMesonet.org. Created in 2016, TexMesonet is designed to collect the data necessary for observing and tracking mesoscale weather events, such as thunderstorms, for improving models and forecasts for severe weather, floods, fires, and droughts, and to enhance public safety, agricultural productivity, and research. Work involves ensuring data acquisition, quality control, and dissemination for the TexMesonet program. Work also involves developing programs for environmental instrumentation and data loggers, advising on value-added data products and enhancements, advising on TexMesonet.org enhancements, and performing other activities as assigned. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the TexMesonet Department.

Essential Job Functions

• Develops, implements, and monitors data QA/QC procedures.
• Performs real-time and periodic data QA/QC and issues necessary tickets to field staff.
• Monitors, approves, and coordinates public data dissemination for newly installed environmental stations.
• Analyzes data errors and anomalies to ensure data quality and assists in trouble-shooting defective stations/sensors (non-routine maintenance).
• Ensures National Mesonet Program data requirements are met.
• Works with the TexMesonet Development Team to advise on TexMesonet.org enhancements.
• Works with stakeholders to identify user needs and develop value-added data products.
• Performs qualitative and quantitative (statistical) analyses of TexMesonet data.
• Enters technical data into databases, preparing reports, website updates, and summaries.
• Assists in reviewing and evaluating scientific reports, studies, field notes, and data.
• Develops maps, charts, and graphs.
• Coordinates and collaborates with other government agencies and institutions to maintain a hydrometeorological network.
• Requires workdays to occasionally exceed 8 hours, including early mornings and late nights.
• Requires work outdoors, possibly during inclement weather or under hot and cold temperatures.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

Qualifications

Minimum Qualifications

• Graduation from an accredited four-year college or university with coursework in Computer Science, Information Science, Natural/Physical/Environmental Science, Engineering, or related field.
• Five years of experience relevant to data analysis and management.
• Experience working with large datasets.
• Relevant experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

• Graduate degree, or working towards completion of a graduate degree, from an accredited college or university with major coursework in Meteorology, Computer Science, or Atmospheric Science.
• Experience in developing quality control and assurance protocols.
• Experience in SQL, CRBasic, Python and/or Matlab programming.
• Experience working with mesonets or similar water resources data collection networks.

Knowledge, Skills, and Abilities (KSAs)

• Knowledge of local, state, and federal laws and regulations relevant to the TexMesonet Department, and of the principles and practices of public administration.
• Knowledge of Texas water resources and earth sciences (atmospheric sciences, meteorology, hydrology, geology, or physics).
• Knowledge of statistics and analyzing data sets and QA/QC procedures.
• Knowledge in meteorology or atmospheric sciences.
• Knowledge of mesonets or earth observation station networks.
• Skills in using Microsoft Office programs such as Word, Excel, and Access.
• Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
• Skills in analyzing problems and devising effective solutions, evaluating and translating large amounts of data, and critical thinking.
• Skills in drafting, plotting, GIS mapping and geodatabase development functions.
• Skills in understanding using computer programs including SQL, CRBasic, Matlab, Python, GIS, and HTML.
• Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
• Ability to make mature, objective decisions and identify areas of potential problems.
• Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
• Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
• Ability to perform assigned duties and improve work habits and/or output.
• Ability to complete assigned work, on time, neatly and with infrequent errors.
• Ability to interpret policies, procedures, and regulations.
• Ability to provide prompt, courteous and accurate assistance and clear and concise communication to internal and external stakeholders both verbally and in writing.

• Ability to manage multiple tasks.
• Ability to stand/sit/move with no physical limitations or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
• Ability and willingness to travel 10% of the time, primarily within the State of Texas.
• Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
• Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
• Ability to train others.
