    _ Job Description Summary_

    Performs complex (journey-level) consultative services and technical assistance work for the Regional Water Project Development (RWPD) Division in the Office of Water Supply & Infrastructure (WSI). Work involves project management, project tracking, contract monitoring and contract management work. Serves as the contract manager for contracts managed by the Regional Water Project Development Division of the Texas Water Development Board. Makes assignments, tracks assignments and deliverables, monitors the performance of contractors and their subcontractors, reviews and approves or rejects invoices, and contract reporting. Coordinates with internal and external stakeholders as necessary, and ensures an elevated level of customer service. Serves as the primary point of contact and contract manager for the TWDB’s interagency contract with The University of Texas at Arlington (UTA). Responsible for establishing goals and objectives, developing guidelines, forms, and procedures. Develops schedules, sets priorities, and coordinates with cross-divisional and/or cross-agency teams to maintain standards for achieving the goal of the division and the contract. May develop and evaluate a broad range of contracts and amendments as assigned. May provide guidance and training to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Business Operations Department.

    _ Essential Job Functions_

    • Serves as the primary point of contact and contract manager for the TWDB’s interagency contract with The University of Texas at Arlington (UTA).
    • Coordinates with RWPD staff and management and the Program Administration and Reporting Division as needed in the management of the UTA contract.
    • Makes assignments, tracks progress of assignments and deliverables, monitors performance of contractors and subcontractors and addresses issues as they arise.
    • Monitors contractor assignments and due dates and follows up as needed.
    • Coordinates training as needed for contractors and staff.
    • Reviews and evaluates contracting needs and makes recommendations regarding potential contract or scope of work changes.
    • Evaluates expenditure data and makes projections to ensure appropriate use of funds.
    • Coordinates review of assigned contracts with other departments within TWDB.
    • Manages all assigned contracts, including reviewing the status of work performed, adherence to review periods, invoices in support of payments, and maintaining all required records.
    • Updates and maintains information in the TWDB’s contracting and project databases.
    • Works on special teams as assigned.
    • Manages the Site visit inspection report in TxWISE and sends monthly reminder emails to RWPD teams to enter site visit dates in TxWISE.
    • Processes Certificates of Approval (COAs) on all completed contracts and provides copies of COA (Certificate of Approvals) to entity and contracting engineering company.
    • Provides metrics and other data as needed on assigned work and contracts.
    • Assists the Director of RWPD in tracking progress of special projects, as needed.
    • Represents the division and the agency in meetings.
    • Monitors and/or tracks contract performance.
    • Maintains confidential and sensitive information.
    • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
    • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
    • May be required to operate a state or personal vehicle for business purposes.
    • Performs other duties as assigned.
  • Qualifications

    Qualifications

    ** Minimum Qualifications**

    • Graduation from an accredited four-year college or university with major coursework in Public or Business Administration or a related field.
    • Two years of comparable work experience.
    • Experience assisting with contract management, including assigned duties, and tracking deliverables.
    • Certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) OR the ability to obtain certification within six months of starting the position.
    • Relevant education and experience may be substituted on a year-for-year basis.

    ** Preferred Qualifications **

    • Four years of experience with contract management
    • Experience in contract development, management, or evaluation work.
    • Experience developing and executing contracts according to the State of Texas regulatory requirements.

    _ Knowledge, Skills, and Abilities (KSAs)_

    • Knowledge of local, state, and federal laws and regulations relevant to RWPD Department, and of the principles and practices of public administration.
    • Knowledge of complex office practices and administrative procedures, including record keeping and records management, telephone techniques, and report writing.
    • Knowledge of proper document construction and editorial enhancement techniques.
    • Knowledge of operating computers, software applications, and peripheral devices.
    • Skills in using Microsoft Office programs such as MS Teams, SharePoint, Word, Excel, and Access.
    • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
    • Skills in preparing and maintaining accurate records, reports, documents and correspondence and meeting deadlines.
    • Skills in communicating effectively in writing as appropriate for the needs of the audience.
    • Skills in talking to others to convey information effectively.
    • Skills in actively looking for ways to help people.
    • Ability to establish and maintain effective working relationships with a variety of individuals including executives, agency staff, and/or the public.
    • Ability to adhere to work schedules, follow procedures with respect to leave, and submit accurate timesheets by prescribed deadlines.
    • Ability to make mature, objective decisions and identify areas of potential problems.
    • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
    • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.

    • Ability and willingness to travel 5% of the time, primarily within the State of Texas.
    • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
    • Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
    • Ability to train others.
