    Position Title: Alliance Financial Empowerment Center (AFEC) Program Manager

    Reports to: Sr. Manager, Asset Building Programs

    Hours: Monday through Friday, 8:30 AM-5:00 PM

    FLSA Status: Exempt

    Location: 6719 W Montgomery Rd, Houston, TX 77091

    Description: The AFEC Program aims to improve the financial stability of Houston’s households by providing high quality, one-on-one financial education and counseling to low-income residents. The AFEC Program Manager supervises the daily operations of the AFEC program for low-income residents, immigrants, and refugees. The AFEC Program Manager monitors and manages all program outcomes, coordinates outreach, counseling, eligibility processing, partnership relationships, and acts as liaison to all primary external funding. The AFEC Program Manager position will report directly to the Senior Manager Asset Building Programs within the Asset Building Department, which is a part of The Alliance’s Center for Literacy and Advancement.

    Main duties include:

    Oversees day to day operations of the Alliance Financial Empowerment Center.

    Ensures that all program goals and objectives are achieved.

    Ensures and documents compliance with funding requirements.

    Ensures that program data is entered into required databases in a timely manner.

    Ensures integrity of data.

    Closely monitors program data for quality assurance, works with Senior Manager Asset Building to make programmatic changes as needed.

    Conducts/schedules program orientations and financial education workshops.

    Develops/ maintains relationships with community partners to provide training/workshops.

    Collect, aggregate, and prepare programming reports for the primary funding, partners, etc..

    Monitors monthly client progress via appropriate data bases.

    Plans and supervises the eligibility content and organization of client files.

    Prepares all monthly, quarterly and semiannual performance reports.

    Serve on the Employer Engagement Team.

    Works with Senior Manager Asset Building to prepare financial/housing training and counseling activities.

    Prepares grant funding applications.

    Participates in CQI meetings and disseminates information to staff to ensure continuous quality improvement.

    Support the programmatic design and implementation of the AFEC initiative.

    Act as the liaison with referral partners and hosts.

    Work with partners to problem-solve operational issues, including programmatic integration with host sites and referral relationships with other local government agencies.

    Support the marketing, outreach, and strategic referrals of clients to the AFEC.

    Oversee organization’s implementation of client management and database system.

    Ensure that data collected within the client management and database system is complete and accurate.

    Required Qualifications and experience at this Level

    Dynamic, committed individual with strong interpersonal skills and a passion for supporting people with low incomes to build greater financial stability.

    Experience with financial education, asset building, or community development preferred.

    Strong skills in strategic planning, program development, and negotiation.

    Strong communication skills, both written and oral.

    Strategic thinking, with thoughtful, thorough, and detailed follow through.

    Knowledgeable in systems development and tracking.

    Comfortable with taking initiative; effective, collaborative worker; able to retain focus while multitasking.

    Ability to function effectively within protocols and challenges of operating within a high-profile program.

    Demonstrated cross-cultural understanding and skills marketing to low-income communities.

    Attention to detail and production of quality work, along with ability to work quickly and under pressure.

    Experience with large data sets and data management preferred.

    Internet and digital resource experience a plus.

    Multilingual a plus.

    Driver’s license, clean driving record, access to a vehicle, liability insurance.

    Strong interpersonal and organizational management experience; (3) years preferred.
