    Description: The Director of Refugee Programs is responsible for the implementation, management, supervision and evaluation of the following Programs: Refugee Employment Services (RES), Refugee Cash Assistance (RCA) programs and Refugee Mentoring program (RYM)

    The Director will establish and provide effective management and oversight for all refugee resettlement and Refugee Social Services, RES, RCA and RYM activities of AMCS, ensuring quality and timely services to all refugee clients and their successful adjustment, integration and self-sufficiency. This includes acting as liaison with the State Refugee Coordinator in regard to RES, RCA and RYM.

    The Director will ensure that AMCS meets all of its responsibilities described in the contract, provides quality "core services," and complies with best practices in serving refugees.

    Main duties include:

    • Responsible for the implementation, management, supervision and evaluation of all activities related to Refugee Programs

    • Supervise the delivery of Transitional Refugee Cash Assistance, Employment and Youth services to eligible clients

    • Remain up-date on all modifications to the Funding Sources' Standards implementing the same in a timely and organized manner

    • Responsible for the supervision and management of the data management software

    • Compile, maintain and report on the monthly, quarterly and annual program Statistics

    • Develop and oversee the annual budgets of programs

    • Maintain year to date expenses of programs

    • Analyze trends in the program, identifying issues and developing and recommending solutions to the Sr. VP & ED, CNA.

    • Implement, manage, supervise and evaluate all activities related to the programs

    • Develop, implement and evaluate recruitment strategies to expand the number of clients participating in the programs

    • Responsible for the expansion of the programs forming partnerships where appropriate

    • Compile, analyze and report on trends in the programs

    • Responsible for the implementation, management, supervision and evaluation of all activities related to RES, RCA and RYM Programs

    • Responsible for the implementation, management, supervision and evaluation of all activities related to the Workforce Development Program including skills development workshops for eligible adults and youth

    • Chair the Employer Engagement Team and engage Senior Manager and Employment Counselors

    • Provides staff development in key areas, including: assessing client eligibility and program enrollment, database management, HISD graduation requirements, college and VT requirements and using career pathway tools

    • Implements and maintain a shared participant database that will help ensure rigorous follow-up with each participant

    • Identify and form appropriate partnerships for the delivery of workshops and the program.

    • Represent and promote the refugee program at meetings and speaking engagements

    • Participate in the Community Relations Advisory Council.

    • Submit monthly progress reports to Supervisor

    • Comply with all policies, procedures and protocols of the agency.

    • Other related duties as assigned.

    Required Qualifications and experience at this Level

    • Degree in Social Work and/or a minimum of five years of experience in Refugee Resettlement program required.

    • A demonstrated commitment to humanitarian issues, economic development, equity of “opportunity for all,” and fostering a welcoming community.

    • Strong problem solving and group work leadership skills

    • Ability to interact with people of all ages and cultural backgrounds

    • Ability to work independently and as part of a team

    • Sound computer skills

    • Effective oral and written communication skills

    • Ability to work flexible hours

    • Access to a vehicle and liability insurance

    Physical Demands and Work Environment

    The work is primarily performed in an office/indoor/outdoor setting with moderate noise level. This job occasionally requires the employee to be outside; stand; walk; sit; use hands; climb stairs; reach overhead balance; stoop; kneel; read; talk or hear. The employee must lift and/or move up to 25 pounds. Specific vision abilities include close vision and the ability to adjust focus.
