    Job Description

    Reports to: Program Director

    Classification: Exempt

    The Administrator will oversee STRTP staff members and provide program-level oversight for all aspects of a six-bed STRTP facility, ensuring appropriate implementation of all core services and supports. In this role, the Administrator will be the primary liaison for all of the STRTP’s county, education agency, and community-based partners and therefore, is responsible for developing and sustaining meaningful partnerships that promote successful service delivery. Most importantly, the Administrator will ensure high-quality services are delivered to all youth and families and uphold the agency’s overarching mission, vision, and values at all times. The Administrator is present in the program at least 20 hours per week.

    JOB DUTIES

    • Responsible for providing direct treatment services to assigned clients in accordance with established guidelines.
    • Direct and evaluate the facility within the limits of the functions and policies established by the agency.
    • Prepare the facility budget and manage expenditures according to the facility’s budget limitations
    • Organize the work of the facility and delegate responsibilities to staff.
    • Access the facility’s operations and program and report to the licensee and make recommendations to address identified problems
    • Recruit, appoint, evaluate and terminate staff
    • Develop a plan for the orientation, development and training of staff
    • Review complaints made by children or their authorized representative(s) and decide upon the action to be taken to handle the complaint.
    • Develop written policies, procedures, and practices for continuous quality improvement
    • Observe and interact with staff, children and other individuals as necessary, to ensure the quality of care for children and program services
    • Facilitate resident council meetings
    • Participate in client’s admission, transfer and transition process
    • Participate in CQRT meetings
    • Prepare monthly progress reports for each client; submit copies of progress reports
    • Participate in and provide staff training, staffing, and committee meetings as assigned.
    • Submit, by the 3rd of each month, a written report to the Executive Director regarding program accomplishments, new or continuing problems, etc.
    • Attend work-related conferences and seminars as required by THE REFUGE
    • Transportation of clients
    • Administer, record, and dispose of client medication
    • Make client-related decisions using the “reasonable and prudent parent standard” when necessary.

    QUALIFICATIONS

    • Master’s degree in behavioral science from an accredited college or university, plus 2 years of employment as a social worker in an agency serving children or in a residential congregate care program for children. OR
    • Have a bachelor’s degree from an accredited college or university, plus at least 3 years of administrative experience or supervisory experience in social work, direct care, and/or support staff providing direct services to children in an agency or community care facility.
    • At least 21 years of age
    • Clear TB test, health screening, criminal background check, and any other mandatory State or Federal licensing and certification requirements.
    • Valid STRTP Administrator Certificate in good standing
    • Possess a valid driver's license; Have access to a reliable and insured vehicle Have a clean DMV printout
      • no more than one point if under 25 years of age
      • no more than two points if over 25 years of age
    • Current CPR and First Aid Certification
    • Must complete criminal record review and a Child Abuse Center Index check in accordance with applicable law.
