    Job Title: HUMAN RESOURCES CLASSIFICATION SPECIALIST SERVICES

    Position: 1-YEAR BASE W/ 4-YEAR OPTION

    Start Date: ASAP (When award is received)

    Location: Washington, DC (Federal Trade Commission Headquarters- FTC)

    Salary: Great Pay

    BACKGROUND:

    The Federal Trade Commission (FTC) is an independent federal agency created by Congress in 1914 to protect consumers and competition by preventing anticompetitive, deceptive, and unfair business practices through law enforcement, advocacy, and education without unduly burdening legitimate business activity.

    The Human Capital Management Office (HCMO) is part of the Office of the Executive Director(OED) at the FTC. HCMO focuses on Human Resources (HR) activities that enable the Commission to accomplish its goals.

    HCMO maintains a staff of human resources practitioners who specialize in the full range of human capital management including,

    • Position management and classification.

    • Labor relations.
    • Human capital information systems (HCIS).
    • HR program management.

    HCMO provides leadership, technical advice, and policy guidance to FTC’s Bureaus and Offices on a broad range of talent management and workforce issues. HCMO also conducts services for existing FTC staff on a task-assignment basis, to provide a broad range of non-inherently government services, including position classification,staffing.

    The FTC has a staff of more than 1,100 federal employees, including over 900 attorneys and economists. Additionally, the FTC has a wide range of professional, administrative, and technical support positions.

    HUMAN RESOURCES CLASSIFICATION SPECIALIST SERVICES:

    REQUIRED MINIMUM EDUCATION AND EXPERIENCE:

    •Bachelor's degree

    •Minimum of twenty-years (20) of directly related experience with a least ten-years in a senior role of the HR arena.

    •10 years of experience of using federal position management concepts to review organization structures and positions to determine appropriate pay systems, occupational groupings, titles, and pay levels for federal positions.

    •10 years of work experience using federal classification guidelines, concepts, principles and practices to classify positions at all grade levels and series

    .•10 years of work experience interpreting and applying the laws, rules, regulations and associated functional guidance that govern the Federal classification process

    .•10 years of work experience drafting policies and Standard Operating Procedures

    .•10 years of work experience applying OPM classification standards, commenting on new classification standards and implementing new classification standards

    .•Extensive knowledge at a senior level for the full range of Federal HR programs and experience integrating the various specialty areas. Such experience is typically acquired in positions such as HR Director or Deputy HR Director of a Federal agency.

    •10 years of work experience with laws, statutes and regulations governing all aspects of Title 5 of the Code of Federal Regulations.

    •Excellent communications skills and be persuasive when defending positions.
