    Human Resources Analyst The South Tahoe Public Utility District is looking for a highly motivated and creative individual to join the HR team! The HRA performs a variety of complex, professional administrative duties in support of Human Resources, Safety and Risk Management programs. Coordinates and organizes recruitment processes & training programs, and maintains confidential personnel records & files. Requires 5 years progressively responsible HR experience. Job Summary Applications may be considered for the lower level position of Human Resources Coordinator. Under general supervision of the Human Resources Director, works independently to perform performs a variety of advanced, journey level, complex technical and professional administrative duties in support of Human Resources programs, including the areas of recruitment and selection, training, benefits, and support of Safety and Risk Management programs. Position requires a high degree of independent judgment and confidentiality. Coordinates and organizes recruitment processes and training programs, assists with benefits administration, and maintains confidential personnel records and files. This position is the journey level position in the series of Human Resources Coordinator and Human Resources Analyst. Essential Functions Researches, analyzes, interprets, and compiles information on a variety of human resources issues, including CalPERS technical research, COBRA and Cal-COBRA research and administration, and other research projects in support of human resources programs.Provides recommendations for improving efficiency of Human Resources programs. Researches all technical problems encountered, and provides technical support to all human resource related software programs and applications, including District's ERP, HRIS system, benefits administration application, Safety Data Sheet program application, and Neogov recruitment application. Assists with the development and maintenance of District policies and procedures and updates same as needed. Coordinates all aspects of the recruitment and selection process, including conducting preliminary screening of job applications, facilitates oral interviews when needed and coordinates all aspects of the pre-employment and new hire process. Assumes full responsibility for hiring Seasonal Direct Hire and Temporary Employees. Coordinates and organizes implementation of various training activities, including selection and scheduling of outside training sources, and logistical coordination of annual District training conference. Verifies completion of training and schedules make-up training when needed. Provides administrative support for the District's Safety Program and Risk Management programs, and coordinates handling of Liability Claims due to vehicle accidents. Serves as District's Workers' Compensation Claims Coordinator by coordinating medical care, claim submission, and coordination with Claims Administrator on all issues pertaining to an employee's workers' compensation claim. Researches applicable workers' compensation regulations to submit all paperwork required by law. Researches, interprets, and applies local, state, and federal employment laws, rules and regulations, and personnel policies, in order to counsel and advise employees and the public regarding various personnel procedures, policies, programs, employment opportunities, benefits and other related human resources, safety, or risk management programs, including FMLA and CRFA laws and regulations. Assists with a variety of special human resources projects, and supports the Human Resources Director with employee relations matters, including administrative support for labor negotiations, salary and benefits surveys, and risk management (property, liability, workers' compensation) programs. Serves as confidential Records Custodian and administers, organizes, maintains, automates, and implements short and long-term retention of all personnel, safety, and other related files in accordance with applicable regulations and personnel procedures, in both paper and electronic formats. Ensures complete confidentiality of all employee human resources records. In addition to performing all of the duties of the HR Coordinator position, the HR Analyst coordinates and processes various human resources /payroll activities, including performance evaluations, merit increases, benefits administration, wage verifications, unemployment benefits, and other related personnel Human Resources tasks. Coordinates periodic review of, and assists in maintaining accurate and up-to-date job descriptions. Participates in and supports benefits enrollment processes, and completes all required forms and notifications relating to health, life, and disability insurance, retirement/deferred compensation, and flexible benefit plan enrollment, changes, and termination, and inputs into applicable system as required. Provides administrative support and assists in performing all Staffing/Safety Function activities in response to a District emergency, and in accordance with the principles of the Standardized Emergency Management System (SEMS). Adheres to and enforces stated safety policies and procedures. Education & Experience Requirements EDUCATION High school graduate or equivalent. Additional college coursework in human resources, business, or related, is desired. EXPERIENCE Requires five (5) years' progressively responsible administrative and secretarial human resources experience. Experience working in human resource administration in the public sector is desired preferred See Proficiency section for applicable certification requirements. Proficiency Requirements Requires human resources certification from a professional organization, preferably in the public sector (such as IPMA-HR Certified Professional, IPMA-CP, CalPELRA Certified Labor Relations Manager, CLRM, or equivalent, or ability to obtain within 18 months of hire. Certification as a Professional in Human Resources from the Society for Human resources Management (PHR) may also be acceptable. Requires knowledge of the principles, methods and procedures utilized in human resources administration, including pertinent local, state, and federal laws, codes, and regulations relevant to public sector personnel human resources administration. Requires knowledge of the practices and techniques of recruitment and selection, employee relations, benefits administration, risk management and safety administration. Requires the ability to research applicable laws and regulations, and apply findings to current human resources issues. Requires the ability to perform difficult and complex human resources work, grasp complex concepts, determine effective research methods, and compile research findings into an easily understandable format. Requires knowledge of District policies and procedures related to the administration of human resources, safety, and risk management programs, and the ability to apply and convey knowledge to District staff. Requires the ability to maintain the highest degree of responsibility and confidentiality in a professional setting. Requires thorough knowledge and experience with modern office procedures and ability to use specialized software and database programs, practices, including word processing and spreadsheet software programs, and recruitment, HRIS, and benefits administration software. Requires demonstrated ability to type at a corrected speed of 50 words per minute. Requires the ability to understand and carry out written and oral directions in a clear, concise, and consistent manner. Requires the ability to work independently to carry out basic tasks and devise improvements as necessary. Requires excellent organizational skills and the ability to handle multiple tasks under time constraints. Requires the ability to develop automated processes for human resources administration. Requires the ability to communicate effectively, both orally and in writing. Requires the ability to maintain cooperative relationships with co-workers and supervisors. Requires a valid, current drivers' license, acceptable by the State of California, with a driving record which enables insurability.
