  • Responsibilities

     

    Serve as a Budget Analyst 2 with the Bureau of Diplomatic Security (DS), Office of the Chief Financial Officer (CFO), Office of the Chief of Resource Management (RM). Performs various functions involving the control and distribution of funds in DS’s financial systems for assigned Bureau appropriations and other funds executed by DS. This work requires three key disciplines: 1) knowledge and skill in the application of current related laws, regulations, policies, and precedents associated with assigned appropriations; 2) knowledge and skills in budget analysis as well as other financial management disciplines; and 3) support the DS goals toward audit success.

    Serve as an analyst within the CFO/Resource Management staff for interfacing and integrating across the Bureau in support of DS Directorates. Provides support to the Bureau for planning and analysis of financial operations as well as all aspects of the planning, programming, budgeting, and execution process. Supports Bureau process and entry into financial systems to include the formulation, justification, presentation, enactment and/or execution phases of the budgetary process for all programs/projects/organizations within the area of responsibility identified.

     

    Major Duties:

     

     

    • Performs budget formulation involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
    • Performs budget execution analysis of obligations incurred and actual expenditures of different sources and types of funding, such as one-year, multi-year, and no-year appropriations; reimbursement funds; and transfers of funds from other agencies.
    • Provides financial advice, assistance, interpretation, and guidance on budget related matters such as types of funding available, effects of budgetary changes, status and use of funds to the Budget Officer, Financial Manager, commanders, etc.
    • Uses automated financial management systems and computer-generated products as tools to accomplish financial management objectives.
    • Review, analyze, edit, and consolidate budget submissions.
    • Responsible for the distribution and control of funding for assigned budgetary appropriations.
    • Review, and interpret legislation, appropriation language, policy, budget directives and estimates, apportionment requests, reprogramming actions and fund allocations to ensure compliance with OMB directives, and Treasury, OSD, and Department guidelines.
    • Perform a wide variety of administrative and analytical duties to ensure the successful accomplishment of the Bureau’s budget program for the assigned appropriation area.
    • Perform budget review (e.g. compare, interpret, and analyze) for annual budget call relative to the regulations, directives and policies preparing internal guidance to use in developing an integrated budget.
    • Support (e.g. analysis, planning, and evaluation) program and project budget execution performance for Department direction and guidance aligning with the Bureau’s mission assignment roles and expectations. 
    • Monitor (e.g. financial integration, analyze, and report) program/project commitment, obligation, cost, and workforce status for planned objectives of DS.

     

    Professional Qualifications/Skills:

     

    • Must be a US citizen and able to obtain/maintain a minimum a SECRET clearance;
    • Associates degree preferred and/or 8-10 years’ experience;
    • Must be proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel);
    • Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels;
    • Ability to handle multiple tasks simultaneously;
    • Ability to communicate effectively orally and in writing;
    • Knowledge of office policies, practices and procedures;
    • Experience working with databases and other financial systems
    • Knowledge of interagency agreements and Treasury processes
    • Knowledge of accounting, budgeting and government financial processes;
    • Ability to work independently;
    • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices
    • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of financial/budgetary impacts and functions for programs;
    • Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.
    • Department of State experience preferred but not required

     

     

    Additional Qualifying Factors:
