    Summary:

     

    The Program Manager is responsible for demonstrating qualities of leadership and responsibility in DOD program management systems and for overall contract management of the USN LABORATORY OPERATIONS CONTRACT.

     

    The position is not covered under the Service Contract Act (SCA) Davis Bacon Act (DBA), or union.

     

    Essential Duties and Responsibilities:

     

    • Provide interaction (daily or as required) with the customer technical POCs, COR and subcontractors for feedback and provide timely response to requirements.
    • Provide day-to-day monitoring of staff performance to ensure customer satisfaction at all times.
    • Provide timely responses to customer technical POCs, COR or Contracting Officer requests and modifications.
    • Controls, supervises, and directs project employees and subcontractors to ensure that they safely and efficiently execute contract tasks; validates and reports on performance and quality.
    • Manages contract costs and tracks expenditure data and coordinate with the COR.
    • Provide detailed monthly progress reports for each task order.
    • Provide performance monitoring methods to ensure performance standards are met.
    • Select and recruit qualified candidates for open positions.
    • Resolve personnel problems, issues, and enact disciplinary actions and/or employee removal if required
    • Enforces corporate standards, policies, and procedures, and assures the organizations good order and discipline, health and safety, and compliance with local/state/federal laws and regulations.
    • Develops the potential of subordinate managers and staff, by coaching, evaluating, rewarding, and as necessary disciplining.

     

    Non - Essential Duties:

     

    • May require occasional travel.
    • Other duties as assigned.

    Required Skills

     

     

    • The Program Manager will have Ten (10) years of leadership experience and responsibility in DoD contract management.
    • The PM shall also have a basic understanding of tactical combat system and communications system design and experience in the coordination of facility and combat system element design, acquisition and logistics support, and change
    • The PM shall have experience demonstrating a thorough understanding of the laboratory facilities mission, engineering and operations, as well as experience with management of a major laboratory or facilities support contract (Navy preferred).
    • The Program Manager (PM) shall have experience with job estimation activities along with implementation and
    • The PM shall have demonstrated leadership qualities, effective written communication skills, the ability to work independently, and thorough knowledge of the Navy’s contractual
    • Must have or be able to attain a DOD security clearance.

     

    Knowledge, Skills and Abilities:

     

    • Must be thoroughly knowledgeable of the Navy’s contractual process.
    • Knowledge of business and management principles, resource allocation, leadership techniques, and coordination of people and resources.
    • Must be able to work independently on multiple tasks which are high priority.
    • Strong self-organization and self-management skills, with emphasis on self-initiation and follow through.
    • Attention to detail and thoroughness are essential.
    • Must be able to set priorities in an environment with competing/changing demands.
    • Strong professional and interpersonal skills.
    • Ability to represent GeoNorth to external organizations as required.
    • Excellent oral and written communication skills.
