    CALIBRE Systems, Inc., an employee-owned Management Consulting and Digital Transformation company, is seeking an Operational Planner to join our dynamic team in Camp Smith, Hawaii.

     

    The candidate will develop exercise options based on unit availability, training requirements, and exercise objectives. Develops and briefs exercise options to senior client leaders, works with outside organizations and subordinate units during mission analysis, and finalizes exercise planning by providing concept of operations and writing exercise orders. Collects data and develops after action reports and builds after action briefings for senior client leaders. Utilizes existing resources to develop exercises of Joint and Combined training events.

    Four (4) Full-Time Equivalent (FTE)

     

    Responsibilities include, but are not limited to:

    (1) Provide technical support to MARFORPAC for all official exercise activities, in order to support recommendations for the design, planning, preparations, execution and evaluation of joint, combined, and Service level exercises with the purpose to rehearse plan based tasks and train operational commanders and staffs. Deliverables include (a) WRSAI, (b) develop the Master Scenario Even List (MSEL); (c) develop training plans and materials; (d) JTIMS submissions,, (e) SOS for specific issues, (f) tool maintenance, (g) framework model, (h) in-progress reviews, (i) briefs, (j) meeting minutes, and (k) exercise event evaluations. The scope of said deliverables is as follows:

    a. Develops exercise options based on unit availability, training requirements, and exercise objectives.

    b. Develops and briefs exercise options to senior client leaders, works with outside organizations and subordinate units during mission analysis, and finalizes exercise planning by providing concept of operations and writing exercise orders.

    c. Collects data and develops after action reports and builds after action briefings for senior client leaders.

    d. Utilizes existing resources to develop exercises of Joint and Combined training events.

    e. Provide technical support to MARFORPAC and subordinate commands for training and exercises in all official exercise activities, in order to ensure that concepts of operations (CONOPS) and tactics, techniques, and procedures (TTPs) are verified and valid.

    f. Develop recommendations for the design and development of joint and combined Command Post Exercises (CPXs), Field Training Exercises (FTXs), and Table Top Exercises (TTXs) to rehearse plans and train operational commanders and staffs.

    g. Develop recommendations regarding the design of action plans to operate, maintain, and manage, training and exercise scenario information to include joint operating environments, command and control, fires, intelligence, logistics, force protection, fires, and opposing forces/situational forces campaign plans.

    h. Provide technical assistance in the execution of joint and combined training and exercise events, interoperability workshops, table top exercises, and senior leader seminars.

    i. Assess exercise events through observation and develop recommendations for sustained future operations. Conduct evaluation of designated activities during joint and combined training and exercise events, interoperability workshops, table top exercises, and senior leader seminars.

    j. Conduct scheduled in-progress reviews and confirmation briefs; prepare and deliver associated meeting minutes.

     

    Required Skills

    • Familiarity with OPLAN/CONPLANs
    • Familiarity/Understanding of USMC MARFORPAC forces

     

    Required Experience

    • Must possess/maintain a favorably adjudicated TS/SCI clearance (or higher)
    • Obtain and maintain favorable suitability under Code of Federal Regulations OR Common Access Card (CAC) equivalent
    • Compliant with FAR 52.204-2 and Security Agreement (DD Form 441)
    • Mid-Level: Six + years of experience and a BA/BS is required, MA/MS degree preferred.
    • Senior-Level: Fifteen (15) years of experience and a MA/MS degree.
    • Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service.
    • School of Advanced Warfighting preferred.
    • Experience on a 3 Star or 4 Star staff is desired.
