    Job Description

    Also known as the Inter-plan Implementation Consultant and reporting to our Director Inter-plan Programs & Strategy Relations, you will serve as a business resource on key Blue Cross Blue Shield Association (BCBSA) mandates and projects along with supporting the representation of Wellmark in key Blue System workgroups and committees and in other appropriate System-wide/Inter-Plan forums. Critical to this role is the support to ensure Wellmark’s Plan is compliant with all BCBS requirements and assisting with the development and execution of internal assessments of BCBSA strategies, programs, and policy recommendations.

    Internally, you will partner with leaders to ensure key BCBSA/Blue System strategic and operational issues are identified and addressed with appropriate functional areas, as well as working with varying levels of associates across all business units of the organization as one of few BCBSA subject matter resources within the organization. This includes partnering with cross-functional teams to assist key stakeholders as they develop and execute the overall implementation of Inter-Plan and BCBSA related business initiatives. Lastly, you will perform complex technical and analytical work in support of the development and implementation of strategic business solutions through research, audit, and analysis of data.

    Preferred:

    • Bachelor’s degree in business or related field.
    • 4+ years of health insurance, health care, or related industry experience including project management, project implementation or consulting experience.
    • Experience working directly with the BCBS Association Blue Plans.
    • Experience working in health insurance.
    • Experience as a business lead on projects.

    Required:

    • Bachelor’s degree in business or related field or direct and applicable work experience.
    • 2+ years of health insurance, health care, or related industry experience including project management, project implementation or consulting experience.
    • Organizational relationship management skills.
    • Understanding of Blue System structure with the Blue Cross Association.
    • Self-motivated, ability to work independently, and demonstrated ability to work under tight timeframes.
    • Demonstrated ability to work effectively both independently and in a team setting with diverse professional backgrounds.
    • Understanding of formal business processes and methodologies.
    • Flexibility to handle a variety of responsibilities with demonstrable organizational and multi-tasking, and project management skills.
    • Ability to develop and present formal presentations.
    • Interpersonal, problem-solving skills, conflict resolution, facilitation, and negotiation skills with the ability to exercise tact and diplomacy even in stressful situations.
    • Strong knowledge of health insurance industry issues, trends, practices, products, and rate setting.
    • Some overnight, long-distance travel may be required.
    • Proficient in Microsoft Office Suite. Technical aptitude to learn new systems quickly.

    Additional Information

    a. Understand and remain informed about all facets of the Blue Cross Association and Wellmark, such as BCBSA Brand Licensure, Policy and protocol and inter-dependencies.

    b. Support the implementation of Inter-Plan related projects through the application of project management, meeting management and group facilitation skills.

    c. Build key relationships with Partner Blue Plans and BCBSA that will promote Wellmark as a vital partner in the delivery of health care in a national arena in the local marketplace and in the Blues system.

    d. Partner and collaborate with business stakeholders to successfully articulate needs, identify project objectives, drive implementation, and communication plans.

    e. Support in the representation of Wellmark in high visibility, influential Blue System roles, on Plan decision-making and advisory committees (e.g., Inter-Plan meeting), and in other appropriate System-wide forums (e.g., BlueCard Modernization meetings).

    f. Assist in influencing critical Association issues, to promote internal alignment enabling Wellmark to speak with ‘one voice on Association issues.

    g. Support the BCBSA Strategic Roadmap along with BCBSA initiatives, strategy, policy-making and inter-dependencies in the alignment with the company strategy and business operations. May assist in the development of organization business policies.

    h. Work with Wellmark SMEs and Leaders and Plan staff to communicate and exchange information on BCBSA initiatives, mandate activities, issues, problems, planning and performance, to ensure that Wellmark is fully compliant.

    i. Identify and communicate BCBSA policy requirements for use in national account product and network development, advertising, public relations and BCBSMN compliance, through training and consultation with all levels of the organization.

    j. Ensures BCBSA Licensee compliance obligations to include assisting the oversight of Association audit requirements, performance measurements, coordinating any necessary mitigation plans to avoid financial penalties and diminished reputation among the Blue organization.

    k. Coordinates Wellmark’s Plan participation on BCBS governance committees and work groups. Evaluates need for Wellmark’s representation on new/existing BCBS committees/work groups, recommends appropriate internal staff for participation, obtains leadership approval. Ensures effective participation, common understanding of direction and alignment on issues for Wellmark staff on key BCBS committees/work groups.

    l. Troubleshoot Inter-Plan escalated issues with appropriate internal area on behalf of BCBSA and other Blue Plans.

    m. Coordinates resolution and communicates outcome between Plans.

    n. Supports the Inter-Plan Executive with the facilitation of Wellmark’s Internal Governance and Steering Committee on BCBSA affairs and Inter-Plan monthly Newsletter.

    o. Serve as Co-Chair of the BlueCard Modernization Steering Committee.
