About this Role:
Imagineeer is seeking a highly skilled Time and Attendance HRIT Specialist to lead the design, implementation, and optimization of time tracking and absence management solutions within a federal Human Capital Management (HCM) enterprise environment. This role is critical to ensuring accurate time reporting, compliance with federal labor regulations, and efficient workforce management across civilian and contractor populations. The ideal candidate brings deep technical expertise in Labor and Absence Management modules, coupled with a strong understanding of federal timekeeping policies, enterprise HRIT systems and frameworks. This position supports the modernization and governance of HR capabilities across the Deptarment of Health and Human Services, aligning time and attendance functions with broader strategic workforce initiatives.
Key Responsibilities:
Configure and customize HCM (e.g. PeopleSoft or other identified technology) Time and Labor and Absence Management modules to meet client requirements
Implement time collection devices, time reporting workflows, and approval processes
Design and configure time reporting codes, pay rules, and work schedules in accordance with client policies
Implement absence management rules, accruals, and entitlements based on organizational policies
Configure time validation and exception rules to ensure data accuracy and compliance
Develop and implement time administration processes for efficient time data processing
Create and maintain integrations between time and attendance modules and payroll systems
Configure self-service functionality for time reporting, absence requests, and manager approvals
Design and implement reports and dashboards for time and attendance data analysis
Troubleshoot complex time calculation and reporting issues
Ensure compliance with federal labor regulations and organizational policies
Document time and attendance configurations, processes, and procedures
Train end-users and administrators on time and attendance functionality
Support system testing during implementations and upgrades
Develop and execute strategies for transitioning from legacy time systems to the new enterprise HCM.
Incident Management and helpdesk support for HRIT modules.
Qualifications and Skills:
U.S. Citizen and eligible to obtain a Public Trust clearance.
Bachelor’s degree in Business Administration, Human Resources, Information Systems, or related field preferred.
5+ years of experience with HCM (e.g. Peoplesoft, Workday, Oracle HCM) implementation or support
3+ years of specialized experience with HCM Time and Labor and Absence Management modules
Demonstrated experience implementing time and attendance solutions for large organizations
Experience with time collection devices and integration methods
Deep knowledge of HCM Time and Labor and Absence Management functionality
Strong understanding of time-keeping business processes and requirements
Experience configuring work schedules, time reporting codes, and pay rules
Knowledge of absence accruals, entitlements, and take processes
Experience with time administration and time collection processes
Understanding of payroll integration and requirements for time data
Experience configuring self-service functionality for time reporting and absence management
Knowledge of federal labor regulations (FLSA, FMLA, etc.) and their application in time systems
Experience with time and attendance reporting and analytics
Strong problem-solving abilities for troubleshooting complex time calculation issues
Excellent communication skills with ability to explain time concepts to diverse audiences
Experience gathering time and attendance requirements from stakeholders
Knowledge of testing methodologies for time and attendance systems
Desired Skills and Competencies:
Experience with enterprise HCM platforms including PeopleSoft HCM 9.2+, Workday HCM, and Oracle HCM Cloud, with emphasis on configuration and support of core modules (Time Tracking, Absence Management, Payroll, Talent), business process design, data integration, and compliance with federal HR policies and regulatory frameworks.
Knowledge of federal government time and attendance requirements
Familiarity with Workforce Management interfaces and integrations
Experience with mobile time reporting solutions
Understanding of overtime, comp time, and premium pay calculations
Experience with complex schedule management (shifts, rotations, etc.)
Knowledge of Global Payroll integration with Time and Labor
Experience with retroactive time processing and adjustments
Familiarity with multiple time collection methods (web, mobile, clock, etc.)
Experience supporting 24/7 operations time tracking requirements
Understanding of Section 508 accessibility compliance for time systems
Experience with alternative work schedules and telework time reporting
