    POSITION SUMMARY: The New York City school system is the largest in the country, consisting of approximately 1.1 million students, and 75,000 teachers in over 1,800 schools. The Office of Assessment (OA) supports the DOE’s continuing efforts to prepare students for college and career readiness through its focus on effective assessment implementation, exam validity, and equity and access.

     

    The Program Management team leads OA’s work in managing the development, implementation, distributed scoring, and project management of citywide assessments. The team also manages New York State assessments, and vendor relationships for assessments administered citywide. The Assessment Program Manager informs program policy, establish procedures and execute tasks necessary to ensure that the exams are implemented and scored with fidelity across the City. This position also works closely with the Communications, School Support, and Professional Development teams to develop communications, trainings, and other resources. The Assessment Program Manger also works closely with key internal stakeholders within the office and across the DOE.

     

    The Assessment Program Manager works with participating stakeholders to support the administration of New York State examinations, focusing on developing policy and maintaining system-wide solutions for associated State mandates. The Assessment Program Manager works closely with the associated directors to implement assessments and execute strategic plans. Performs related work.

    KEY RELATIONSHIPS: Works closely with all members of the Office of Assessment, other offices across OPE (Data Management, Research Policy and Support Group, Academic Policy and Systems), and DOE Borough Offices.

     

    RESPONSIBILITIES

    • Develops and implementsa system for ensuring consistent implementation of exam administration, communication, and scoring across multiple test sites; proposes enhancements and improvements based on experience, feedback, and analysis of results.
    • Monitors timelines and ensures that milestones are met.
    • Manages hiring of staff to support assessment administration and scoring.
    • Creates policies and administration guidelines for the implementation of exams.
    • Contributes to the establishment of policy initiatives that reduce school workload associated with the administration and scoring of exams.
    • Ensures timely and appropriate response to family support inquiries in a consistent, professional manner.
    • Coordinates testing/scoring site and works with site leadership to provide needed information and work to troubleshoot issues and ensure satisfactory administration and scoring.
    • Communicates with testing sites to ensure efficient and effective administration of exams.   
    • Attends professional development sessions, testing sites, and schools to support test administration and scoring.
    • Serves as the central manager/coordinator for weekend test administration, as well as the point of contact for escalations to the vendor or to the State.
    • Oversees test administration across multiple test sites to maintain a secure, fair, standardized testing environment for high-stakes exams.
    • Manages a team of part-time, seasonal facilitators implementing test reviews with families; responsible for ensuring proper training, clear messaging to families, and appropriate follow-up as needed.
    • Ensure the accuracy of data and information provided to all stakeholders, including families, OA teams, other offices within the DOE, vendors, and/or State representatives.
    • Coordinates central review of vendor-created materials and works with vendors to ensure that expectations are met.
    • Serves as the liaison across NYCDOE offices and OA teams for assessment implementation; serves as project lead on cross-functional projects.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    • Experience with large-scale assessment administration and assessment scoring management.

    • Attentive to detail, extremely organized, able to work under pressure, and meet frequent and changing deadlines.
    • Sound judgment and equanimity in high-pressure situations.
    • Self-starter with the ability to work independently as well as comfortable in a team environment.
    • Ability to supervise and administer a program that is citywide in scope.
    • Deep and thoughtful interest in public education.
    • Strong background in data analysis.
    • Experience managing the administration, development, and implementation of a product or program.
    • Proficient in Microsoft Office applications, e.g., PowerPoint, Word, and Excel.
    • Knowledge about the administration and scoring processes for one or more summative assessment programs, and the various assessment-related workflows required for schools and Central teams.
    • Internal candidates preferred.

     

     

    SALARY: $74,421+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    TECHNICAL EXPERIENCE AND KNOWLEDGE:

    1. Post High School education/training or equivalent combination of education and experience required; Bachelor's degree in Marketing or related field preferred.
    2. Three (3) or more years of previous customer service and/or sales experience in a healthcare organization, medical office. Experience with health insurance products to include individual commercial and/ or Medicare plans.
    3. Must possess appropriate state Health Insurance License or obtain license within 60 days of hire.
    4. Must be trained and certified by AHCT to sell exchange products.
    5. Experience using Microsoft office products, including Word, Excel, PowerPoint, as well as other Internet and web-based tools. Experience preferred in Compass or Amisys.
    6. Ability to work flexible hours to include evenings and weekends.
    7. Bilingual in Spanish/English preferred. Excellent oral, written communication and interpersonal skills required.
    8. Knowledge of ICD-10 diagnosis, CPT-4, UB82 revenue codes, UB92 revenue coding and procedural coding preferred.
    9. Ability to perform in retail environment with extended periods of sitting, using telephone, viewing computer screens, standing, reaching, lifting files, binders, computer reports.
    10. Prior retail experience preferred.
    11. Moderate to heavy keying
