    POSITION SUMMARY: Working with the Deputy CIO, IT Solutions and Delivery for the Division of Instructional and Information Technology (DIIT), the Executive Director of Solutions and Delivery will oversee and direct day-to-day activities within the Division in support of the objectives of promoting leadership, empowerment, and accountability to advance student achievement. The Executive Director is responsible for the delivery, management, and implementation of applications and solutions that support customers, employees, and business partners. As a member of the IT senior leadership team, the Executive Director of Solutions and Delivery is an influential role, making investment and priority trade-off decisions, negotiating and managing vendor contracts, and recruiting and developing high-performing teams. This position will provide vision and leadership to a team that includes a combination of full-time employees and contract resources as well as managed service delivery partners. Performs related work.

     

    REPORTS TO: Deputy CIO, IT Solutions and Delivery

     

    DIRECT REPORTS: Project and Program Managers, Application Development teams, Technical Writers, Business Analysts, and Quality Assurance/Control Analysts

     

    KEY RELATIONSHIPS: Finance and Administrative Operations, Human Capital Management, IT Customer/Partners, and vendors; will work closely with all technology teams, and with DIIT’s Operational and Service teams

     

    RESPONSIBILITIES

     

    • Builds a deep understanding of customer’s business model, organizational structure, technology environment/strategies.
    • Identifies and builds strong relationships with key technology stakeholders, e.g., CTO’s, CIO’s, etc.
    • Partners with business leaders to create robust solution roadmaps that are integrated with architecture and operations.
    • Develops and maintains roadmaps that optimally reflect business needs and priorities, use of resources and funding, and efficient sequencing.
    • Ensures that all application development initiatives are well managed and delivered, meeting expectations on functionality, timeliness, and cost.
    • Develops, implements, and monitors software development policies and controls to ensure data accuracy, security, and legal and regulatory compliance.
    • Determines the need for contractual services and defines the scope of such services; selects and evaluates appropriate vendors.
    • Manages application vendor relationships and negotiates contracts to procure resources and technology solutions to meet the strategic objectives of partners.
    • Ensures the lowest possible cost of ownership of applications through vendor negotiations and benchmarking. Holds vendors accountable for delivering according to contract and allotted funding resources.
    • Leads and inspires the application development team to engage with the business and identify new functionality, develop compelling business cases, prioritize projects, and develop plans that maximize return on investment for the company.
    • Fosters a strong customer service mindset throughout the team while championing thought leadership and partnership with the business.
    • Recruits, develops, and retains high-caliber software development, project management, and quality assurance talent, and develop a succession plan.
    • Implements and champions a robust professional development program, and continuously upskills team members to keep them current.
    • Manages difficult and responsible professional organizational research work in the conduct of highly difficult and complex surveys and studies of organizational and operating problems with IT solutions and delivery, which may require the use of exceptionally difficult quantitative analysis, cost analysis, and other research techniques.
    • Evaluates team members’ performance; provides candid feedback and high-impact coaching that enables and motivates them to achieve departmental as well as enterprise goals.
    • Builds a culture of innovation and engagement, focusing on strengthening the organization’s service and support models.
    • Serves as an advisor on project management, policy development and analysis, and strategic planning; ensures coordinated and timely flow of information and communication to key constituencies within and beyond the Division, cultivating an effective and productive customer-service oriented environment.

     

    QUALIFICATION REQUIREMENTS

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

     

     

    PREFERRED

     

    • 5+ years at a manager or director level.
    • 5+ years of experience developing and managing enterprise applications: release methodologies, project management, technical support, production support, strategic planning, client/server applications, internet and intranet applications.
    • Experience with high-level project oversight in any of the following business domains: Student Information Management; Finance; Human Capital Management; Infrastructure and Core Technologies; Transportation, School Food and Nutrition Services; Family and Community Engagement; Legal Services; Special Education.
    • Cross-functional experience within the Department of Education; management background geared toward enabling assistance to Senior Leadership.
    • Experience in strategic engagement program management.
    • Experience using standard project tools, including Microsoft Project, Excel, and PowerPoint; strong experience with project and program management.
    • Experience building relationships with peers and colleagues with whom there is not a direct reporting relationship.
    • Passion for using creativity and technology to provide innovative experiences to the agency and to external stakeholders.
    • Strong leadership, teamwork, communication, and staff development skills.
    • Ability to effectively interface with technologists, business owners, and end users.
    • Clear communicator with the ability to act as a spokesperson for the organization; ability to influence and engage a wide range of audiences and constituencies within the Department of Education.
    • Strong organizational skills; ability to thrive in a fast-paced demanding environment and handle multiple tasks, prioritizing while working under multiple tight deadlines.
    • Strong analytical skills; ability to analyze data and patterns to drive data-based decisions.
    • Creative problem-solver with the ability to perform independent, thoughtful analysis around important educational issues.
    • Enthusiastic; a strong ability to self-motivate and oversee projects independently from concept to completion.
    • Internal candidates preferred.

    SALARY: $129,014 +

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    • Master's Degree preferred, Bachelor's Degree (required), or equivalent combination of education and experience.
    • At least 5-7 years of previous industry related experience in the area of sales or client services preferred.
