THE OPPORTUNITY
The Town Clerk is responsible for directing the operations and activities of the Town Clerk's Office which includes municipal elections, municipal court, liquor licensing along with various other licensing processes, and codifying ordinances and regulations. This role serves as Clerk to the Town Council and oversees records management and records destruction pursuant to the Hudson Municipal Code, Charter, and State regulations. The Town Clerk serves as a member of the Town's executive staff and Leadership Team and works in partnership with other department heads, departments, employees, external entities, and the public to deliver effective and innovative services.
JOB SUMMARY
Duties and responsibilities include, but are not limited to:
- Participates as a member of the Leadership Team; contributes to the development and implementation of Town goals, objectives, policies, procedures, and service standards.
- Directs, oversees, and participates in the development of the department; assigns work activities; implements policies and procedures; reviews and evaluate work products; develops department goals and objectives; recommends the selection of staff and provides for their training and professional development.
- Assists in the preparation and maintenance of the Town Council agenda.
- Attends all Town Council meetings. Prepares and records minutes of Town Council meetings for approval by Town Council and dissemination to the staff and the public.
- Serves as Election Official in all aspects of election duties; plans and directs election administration process for special and regular municipal elections.
- Manges FCPA (Fair Campaign Practices Act) as required in the municipal code and statutes.
- Oversees utility billing and assists with billing, processing and collection of fees for various licenses, including sales tax and business licenses, and animal licenses in accordance with applicable Town ordinances and state regulations.
- Processes liquor license applications which include new, renewals, and special event licenses ensuring compliance with state laws and required regulations.
- Assists in preparation of all legal publications for public hearings, ordinances, annexations, appropriations, bids, settlements, master plans, development agreements, and other items as required by statute or ordinance.
- Publishes legal notices and records documents in compliance with the municipal code, charter, and state law.
- Participates in the annexation process; accepts petitions and other services on behalf of the Town; coordinates required public notices and legal notification requirements; records annexation ordinances and other documents.
- Provides for codification of Town ordinances; works together with codifier on discrepancies; provides for upkeep and maintenance of Town Code books; provides for maintenance and upkeep of State Statute books.
- Initiates, organizes, files, safeguards, retrieves, and archives a variety of electronic and physical documents, files and records in accordance with state and federal laws that apply to open records, confidentiality and other matters.
- Custodian of all papers, documents, and records pertaining to the Town.
- Maintains required records management pursuant to state regulations and Town requirements.
- Periodically reviews state-approved Records Retention Schedules and purges records according to applicable laws and Town Resolution(s).
- Custodian of the Town Seal, affixing it to all documents and instruments requiring the seal, and attesting to the same.
- Represents the department by establishing and maintaining effective working relationships with other Town officials and employees, regulatory agencies, civic leaders, and the public.
- Serves as the backup for Municipal Court Clerk and backup recording secretary for the Planning Commission.
QUALIFICATIONS
- 5+ years of progressively responsible municipal government, county, special district or related experience required.
- 3+ years of experience leading a team.
- Bachelor's degree from an accredited college or university with an emphasis in business, public administration or related field is preferred. Equivalent experience or training may be substituted.
- Certified Municipal Clerk certification required. Master Municipal Clerk certification preferred.
- Advanced knowledge and experience in office records management.
- High level of discretion and ability to keep information confidential.
- Must be a Notary Public or able to obtain a Notary within six months of hire.
- Valid driver's license with good driving record.
- Previous experience in meeting transcription strongly desired.
- Experience with Caselle a plus.

- Extensive knowledge in and ability to research, analyze, interpret, and apply the Municipal Code, Charter, and State Statutes.

- Ability to interact in a courteous manner with a wide variety of people.
- Ability to use and apply technology including word processing and spreadsheet software as well as new software programs.
- Critical thinking skills and ability to solve problems.
- Ability to resolve conflicts and to foster an atmosphere of teamwork, cooperation, accountability, and responsibility.
- Ability to establish and maintain effective working relationships with other agencies and the general public. ****
SUPERVISORY RESPONSIBILITIES
Directly and indirectly supervises assigned staff. Carries out supervisory responsibilities in accordance with Town policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; developing and coaching employees; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
