    NATURE OF WORK Under the general direction of the Planning Manager, the Neighborhood Services Coordinator reads and interprets development plans, construction drawings, development agreements, Land Use Codes, and other appropriate documents to inform compliance and enforcement efforts with both developed sites and vacant parcels. This position works diplomatically with property owners, developers, contractors, and other private property interests to develop and maintain their private properties through education, negotiation, mediation, and enforcement approaches. This position develops and coordinates a complaint-based and systematic inspection and enforcement program. As the division grows, this position will supervise the Neighborhood Services Officer(s).

    ESSENTIAL DUTIES

    The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required or assigned.

    Reads and interprets development plans, construction drawings, development agreements, Municipal and Land Use Code, and other appropriate documents to inform compliance and enforcement efforts.

    Serves as the point person to make determinations on potential violations, assignments, priorities, etc. when there is considerable grey area between violations and which sections of the Land Use or Municipal Code are applicable.

    Works diplomatically with property owners to maintain their properties through education, negotiation, mediation, and enforcement approaches.

    Develop and coordinate a complaint-based and systematic inspection and enforcement program.

    In coordination with the Planning Division and Community Services Officer Supervisor, addresses and facilitates resolution of complaints.

    Performs investigative work on complex land use code issues.

    Coordinates efforts on emerging issues and proposes regulations to address them.

    Coordinates updates and improvements to the Municipal Code and Land Use Code to improve clarity and direction for compliance efforts.

    Participates in development review processes to ensure code compliance of proposed projects and ensure enforceability of elements of approved development plans.

    Monitors progress and provides reports on compliance activities.

    Issues notices of violation and administrative citations.

    Coordinates with the Town Attorney’s Office on cases before the Municipal Court.

    Supervises and supports future Neighborhood Services Officer(s).

    Coordinates with Economic Development on hot spots to facilitate compliance efforts with development plan deficiencies while supporting tenant finish and development plan amendment efforts.

    Develop and launch the new Frederick Minor Home Repair program.

    Review engineering and architectural plans, specifications, and documents to discern and correct errors in design and criteria.

    Estimate professional consultant fees and construction costs.

    Interpret a variety of instructions furnished in written, oral, diagram, graphics, and schedule form.

    Express facts, data, and ideas clearly and concisely, orally, graphically, and in writing.

    Use ArcView GIS, Accela, Tyler, and Microsoft Office products (including PowerPoint, Word, Excel, and Outlook) proficiently.

    Establish and maintain working relationships with fellow employees, citizens, landscape architects, engineers, contractors, developers, consultants, sales representatives, and other persons contacted in the course of work.

    Foster a participatory organizational climate that is open, positive, reinforcing, and supportive.

    EDUCATION, EXPERIENCE AND TRAINING Required:

    Graduation from high school or possession of a GED

    A minimum of five (5) years of related experience in Planning, Landscape Architecture, Project Management, Construction Management, Code Enforcement, Building Inspection, or a development-related career field.

    Experience administering and enforcing zoning, development plans, and property standards codes.

    Strong project management and multi-tasking abilities.

    Effective negotiation skills and proven ability to manage competing interests towards issue resolution.

    Valid driver’s license and safe driving record.

    Preferred:

    Graduation from a four-year college or university with a degree or major coursework in Planning, Landscape Architecture, Project Management, Construction Management, Civil Engineering, Public Administration, or related field.

    Previous supervisor experience.

    Proven emotional intelligence.

    Public and private sector work experience.

    WORKING ENVIRONMENT / PHYSICAL REQUIREMENTS The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    Work is largely sedentary and requires sufficient stamina and strength for:

    Primarily sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods.

    Occasional walking on active construction sites, uneven terrain, and trails independent of weather.

    Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies.

    Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment.
