The reason is they are not the insurance company so they need to buffer their opportunity amongst various carriers. Agents juggle between carriers unnecessarily.

Then there are leads, these are normally B/C/D leads mail in leads, or Facebook. Eventually recycled Dial for Dollars for new hires.
