    Provide technical leadership the staff on-site to support CCDC, CBC G-6.  Support will be to provide enterprise-wide on-site Information Technology (IT), Cybersecurity (CS) and Staff Support Services in Aberdeen Proving Ground, MD and Dugway Proving Ground, UT. Functional areas include Project management, System administration, Network engineering, operations and management support, Cybersecurity, SharePoint administration, solutions architecture and development, IT facilities, and IT warehouse support.

    THIS IS CURRENTLY IN THE CONTINGENT STAGE AS WE ARE LOOKING FOR PERSONNEL TO FILL KEY POSITIONS AS PART OF THE PROPOSAL STAGE OF THE PROCESS.

    We are seeking a full time, on-site Senior Administrator Lead to provide technical processes and technical management for our on-site team. Support will be provided to the Army Combat Capability Development Command, Chemical Biological Center, G-6 (CCDC, CBC G-6) based out of Aberdeen Proving Grounds, MD, which has a requirement to conduct and synchronize operations across the Army instance of the Defense Research and Engineering Network (DREN) portion of the DODIN in support of and to ensure the availability, integrity, and confidentiality of the DoD data and DoD information systems (IS) used by the RDT&E community. This includes providing services for the protection, monitoring, analysis, detection and response to unauthorized activity within the DREN and defending against unauthorized activity. Additional support will provide intelligence support to cyber operations, including contingency operations and exercises, to include research, evaluation analysis, integration, and interpretation of information from multiple intelligence and operational sources, and fuse the information into finished intelligence products for anticipated or unspecified intelligence production requirements. This is a contingent hire based upon contract award. The successful candidate will be customer-focused, responsive, reliable, and detail-oriented with solid managerial, technical, communication, and problem-solving skills.

     

    RESPONSIBILITIES AND DUTIES:

    Performs a variety of systems engineering tasks, independently, which are broad in nature and are concerned with the design and implementation of integrated systems and networks, including personnel, hardware, software and support facilities and/or equipment. Supervises team of systems administrators through project completion. Plans and performs systems engineering research, design development, and other assignments in conformance with system design, engineering and customer specifications. Responsible for major technical/engineering projects of higher complexity and importance than those normally assigned to lower level engineers. Performs with great latitude for un-reviewed actions and decisions. Coordinates the activities of systems administrators assigned to specific system administration and engineering projects. Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. Specific tasks include:

    • Determine enterprise DoD/Army Cybersecurity and security standards
    • Develops and implement DoD/Army Cybersecurity/security standards and procedures
    • Coordinate, develop, and evaluate the network for the organization or enterprise. Recommend DoD/Army Cybersecurity/security solutions to support customers’ requirements
    • Identify, report, and resolve system issues in accordance with DoD and Army policyOversee contractor execution of the contract requirements.
    • Establish and satisfy DoD/Army Cybersecurity and security requirements based upon the analysis of user, policy, regulatory, and resource demands
    • Support customers at the highest levels in the development and implementation of doctrine and policies
    • Apply know-how to government and commercial common user systems, as well as to dedicated special purpose systems requiring specialized features and procedures
    • Perform analysis, design, and development of security features for system architectures
    • Analyze and define security requirements for the enterprise which may include mainframes, workstations, servers, cloud computing and personal computers
    • Design, develop, engineer, and implement solutions that meet DoD/Army security requirements
    • Provide integration and implementation network/computer system security solutions
    • Analyze general related technical problems and provides engineering and technical support in solving these problems
    • Perform vulnerability/risk analyses of enterprise during all phases of the system development life cycle
    • Ensure that the enterprise is functional and secure
    • Work autonomously to research and design solutions to satisfy customer requirements
    • Proactively identify system and application security weakness and develop solutions to improve security posture
    • Provide project lifecycle management for system and application security driven efforts
    • Conduct research and fact finding to identify DoD/Army policies related to system and application security
    • Create, review and update system and application Cybersecurity policies and documentation specific to the organization. Create, review and update security architecture documentation specific to the organization
    • Monitor the organization’s systems and applications and can recognize suspicious or malicious traffic that is to be logged, and escalated appropriately
    • May perform other duties as assigned

    Required Experience

     

    • Bachelor’s Degree or higher in a related field
    • Proven track record of engaging with Government personnel at a senior level
    • Experience supporting the Army/DoD or Federal Government
    • Minimum 7 years' experience supporting Enterprise Systems Support, Engineering, Administration, and Maintenance tasks
    • MUST have current Microsoft Certified Professional (MCP) Certification in Windows Server or better, or equivalent Operation System certifications to meet DOD IAT-II DoDI 8570.01-M computing environment certification.
    • MUST have a current ISC2 CISSP security certification or other applicable DOD IAM-III DoDI 8570.01-M baseline certification

    MUST HAVE A CURRENT SECRET CLEARANCE WITH SINGLE SCOPE BACKGROUND INVESTIGATION WITH EDIBILITY TO MEET THE IT-I REQUIREMENT AND OBTAIN A TOP SECRET OR TS/SCI CLEARANCE.
