Tribal Tax Director
Reports to: Winnebago Tax Commission
Salary (Grade): $66,539.20/year
Status: Reg. Full-Time (Exempt)
Location: TBD by the Winnebago Tribe's Chief Executive Officer.
Job Purpose & Position Overview:
The Tax Director will be responsible for the Administration and enforcement of all Tribal tax laws and regulations. The Tribal Tax Director will work closely with the Winnebago Tribal Tax Commission, the Tribal Chief Financial Officer, and other individuals, organizations and businesses.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values.
Administer all licensing, permits, tax stamps and tags according to laws, regulations, and approval of the tribal Tax Commission.
Assist the Commission with setting appropriate tax rates, taking into consideration the budgetary needs and priorities of the tribal government and related factors.
Develop annual commission operating budget for approval, process Commission purchase orders pursuant to established procedure, and monitor Commission expenditures in relation to approved budget.
Monitor and keep accurate records of all tax transactions and report any delinquencies when necessary to eh Commission for action.
Review and examine personal or public records, documents and financial statements of any taxpayer to establish facts and authenticity of data relating to enforcement of Tribal tax laws.
Assess and collect taxes from individuals, organizations, and businesses within the boundaries of the Winnebago Reservation, including businesses owned by the Winnebago Tribe.
Investigate the place of business for commencement of action for recovery of taxes, penalties, and interest due to the Tribe under the administration of the Tax Commission.
Confer and correspond with tribal, local, state and federal entities regarding taxation issues as necessary to effectively coordinate and implement tribal tax policy.
Stay informed on the current status, trends and changes in tribal taxation law and tax management on tribal lands.
Submit written reports on a regular basis and as requested regarding assessments, collections, and enforcement actions to the Tax Commission.
Maintain strict confidentiality on all records, activities and related information in accordance with the Privacy Act of 1974 and tribal policy.

Required Qualifications/Skills:
Must have a bachelor’s Degree in Business or Public Administration.
Degree emphasis in Accounting preferred.
At least three years’ experience in business, taxation, accounting or related field preferred
Must be of high ethical and moral character
Must be bondable
Must have proficient written and oral communication skills
Must be thorough and maintain a high degree of accuracy
Must have knowledge of confidentiality laws
Must have experience using computer applications such as Excel, Access, Word and Power Point.
Must have a valid driver’s license and be insurable.
Must have understanding of tribal taxing powers
Must possess knowledge of budgeting, spreadsheets, and mathematical calculations.
Training Requirements:
Must be willing to attend meetings and trainings as requested.
Physical Requirements:
Normal to light office work which includes the ability to lift up to 10 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
While performing daily duties, the employee is regularly required to talk and listen.

Reasoning/Analysis
Ability to work as part of a team and/or with minimal to no supervision.
Language Requirements:
Must possess the ability to read, write, and speak the English language fluently.
