Business Analyst

Our client is seeking a highly experienced business analyst to assist the Departments with development of a Request for Proposal (RFP) for a new Surveillance System, as well as evaluation of responses to the RFP.

The successful bidder will assist with the development of an RFP and the evaluation of RFP responses. Development of the RFP will require working with SyS program staff to understand and document current system capabilities and emerging business needs and to document standards and formal expectations of SyS systems. RFP Development also involves working with contract specialists, attorneys, and procurement staff to ensure that the proper templates and language are used, that appropriate scoring criteria are created, and that the overall RFP process is followed correctly.

The ideal candidate will have experience analyzing and documenting requirements of various types and with developing RFPs and evaluating responses.

The business analyst will work closely with the SyS staff and technical staff on this initiative.

Scope of Services

• Document business requirementsof new SyS solution
  • Document capabilities of current SyS solution
  • Document current unmet SyS needs
  • Document SyS solution standards and federal expectations
  • Document emerging and future needs
  • Document nonfunctional (e.g., technical, legal … etc.) requirements
• Develop draft RFP
• Receive and understand RFP template
• Write RFP introduction
• Incorporate business requirements into RFP
• Add administrative and management requirements
• Develop evaluation criteria

Preferred Qualifications

• Experience developing requests for proposals (RFP’s) and experience evaluating RFP responses
• Experience gathering business requirements for software systems
• Strong written and verbal communication skills in English
• Prior experience supporting Public Health
• Industry Business Analysis certification a PLUS (PMI-BA, IIBA-CBAP, etc.)
