    DESCRIPTION:

    PRIMARY DUTIES WILL INCLUDE (BUT NOT LIMITED TO): 

    • Provide systems engineering analysis and assist in the development of program information, and documentation to identify technical parameters and thresholds as they pertain to each program relative to applicable statutory and regulatory acquisition requirements.
    • Support the development or review of documents and technical review boards.
    • Provide systems engineering analysis to identify technical parameters and thresholds as they pertain to specific Program Management Office (PMO) programs.
    • Develop the following documentation to include:
      • Systems engineering analysis
      • Program Initiation Documentation
      • Requirements Documents, Test and Evaluation Master Plans (TEMPs)
      • Test and Evaluation (T&E) Annex(s)
      • Mid-Point Assessments
      • Master Test Program Plans (MTPPs)
    • Provide analysis and recommendations as part of the system engineering process to describe the functional aspects of applicable systems and development of inputs for the technical characteristics required.
    • Conduct evaluations to ensure that the intent of TEMP, MTTP, and T&E Annex requirements will be fulfilled.
    • Analyze test data to determine if the operational requirements and technical characteristics in the TEMP/MTPP are being met.
    • Conduct Performance-Based Logistics (PBL) supportability analysis as part of the system engineering process to achieve cost effective support throughout the program life-cycle.
    • Provide analyses and recommended technical solutions related to engineering challenges and in-service issues.
    • Provide threat analyses in support of the Joint Services, SOF, and Navy for short, mid, and long-range planning inputs for future years.
    • Collect and provide analyses of operator insight and/or feedback to hardware design/evaluation relative to the threat and operational environment that the Joint Services, SOF, and Navy will face in the future.
    • Provide analysis of current capabilities requirements of Joint, SOF, and Navy systems to meet the projected threat.
    • Support, develop, provide analysis, draft environmental assessment in support of contractor, developmental, and operational tests and evaluation events.
    • Assist in the establishment, maintenance, and tracking of the various Data Exchange Agreements with foreign governments for International Programs.
    • Assist in the review of foreign research and development of technologies for Joint, SOF, and Navy programs.
    • Assist in the Foreign Comparative Testing (FCT) process, and in the support of any Cooperative Opportunity initiatives.
    • Provide engineering and technical support within established funding, legal, administration, and case limitations.
    • Provide support and analysis in cross-system strategies and Interface Control.
    • Assist in integration of schedule, coordination of testing and evaluation documentation, and compliancy monitoring. Systems include current production, fielded, and ongoing research and development systems.
    • Conduct modeling, simulation, analysis, and assessments of program capabilities and systems.
    • Provide expertise to support the development of system engineering trade-off studies, performance metrics, system requirements, mission analysis, CONOPS risk management, technical analysis, test and evaluation, safety, and insensitive munitions.
    • Provide assistance for program interfaces to ONR, DARPA, and other NAVSEA (or higher level) technology processes and programs.
    • Assist in the identification, tracking, and management of the Small Business Innovative Research (SBIR), Future Naval Capability (FNC), Rapid Innovation Fund (RIF), and Rapid Technology Transition (RTT) process.
    • Assist in the planning and monitoring of test programs and provide research on test and evaluation standards, and control techniques to assure cost effective procedures are present and result in quality products being accepted by the Navy and other military services.
    • Provide the expertise to assist in meeting the requirements of Weapon System Explosives Safety Review Board (WSESRB) and Laser Safety Review Board, including System Software Safety Technical Review Panel, Fuse and Initiation System Technical Review Panel, and Insensitive Munitions Office reviews.
    • Support system integration and platform requirements identification, focusing on resolving technical problems related to production, integration, installation, deployment, and life-cycle support of various systems.
    • Provide support for identification and development of technical requirements to integrate systems into U.S. Navy ships, other DoD and non DoD platforms, and shore facilities.
    • Provide support for identification, definition, and tracking of ship and shore facility requirements. Coordinate for, and participate in, ship and shore checks and visits to assess suitability for system integration.
    • Provide technical support in all aspects of ship and shore integration.
    • Provide analysis of new weapon and sensor systems, training, and facility requirements.
    • Provide technical evaluation of documentation such as the Packaging, Handling, Storage, and Transportation (PHS&T) the Facilities Requirements Document (FRD), as applicable.
    • Assist PMO through participation in program review working groups. Provide analysis on issues facing technical and engineering aspects such as fleet or new ship introduction and in-service issues.
    • Assist in providing project management and technical support for spectrum management efforts including coordination with Joint Services to ensure capability and coordination of requirements.
    • Facilitate and participate as a non-voting member in IPTs and Working Groups.
    • Organize, participate as a non-voting member, and host program meetings, reviews, and conferences at contractor and government sites.
    • Develop recommended agendas, capture and track action items, and develop meeting minutes.
    • Provide systems engineering and design analysis, in the development of Temporary Modifications (TEMPMOD) and Temporary Alterations (TEMPALT), to include fabrication, installation and testing, for SOF tactical maritime mobility platforms and systems, as well as for the integration onto surface and subsurface platforms.

     

    EDUCATION / EXPERIENCE:

    • Possess Six (6) to ten (10) years of related work experience.

    • Possess creative talent in conceptual design and rendering skills of either hand or computer sketching.
    • Knowledge of design, trends, construction methodology, materials application and manufacturer-supplier appropriateness.
    • Advanced knowledge of furniture, fixture and equipment (FF&E), architectural/interior finishes, lighting, signage, art, and color schemes to carryout design intent.
    • Advanced knowledge of building regulations and safety codes.
    • Advanced knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
    • Advanced knowledge of sustainability, integrated design and LEED guidelines.
    • Knowledge of buildingSMART, Building Information Modeling (BIM) and Integrated Project Delivery (IDP).
    • Proven ability to prioritize in order to meet deadlines and provide high quality service to clients.
    • Proficiency in the basic technical skills of interior design including the following computer skills:
    • Proficiency in Deltek Vision highly preferred.
    • Proficiency in MS Office, including Word, Excel and Outlook.
    • Proficiency in Newforma preferred.
    • Proficiency in AutoCAD/Architectural Desktop.
    • Proficiency in Revit is preferred.
    • Proficiency in of Photoshop, Illustrator, Sketchup, and InDesign graphic software.
    • Knowledge of 3D Modeling software such as 3D Studio Max and Viz 2006.
    • Ability to effectively meet deadlines.
    • Ability to communicate effectively, both verbally and in writing.
