    Financial Auditor Trust Consulting Services, Inc. is a certified 8(a), HUBZone, SDVOSB firm specializing in Acquisition Management, Program Management, Financial Management, Information Technology and Facility Management in support of state, local and federal agencies. We have an immediate opening for a qualified Financial Auditor who will support the Department of Transportation National Highway Transportation Safety Administration. The duties of the Budget Analyst include: Managing NHTSA Audit Program Activities GAO & OIG Audits: Coordinate NHTSA’s audit activities (GAO & OIG Audits, OIG Annual Audits (ONDCP, FISMA, CFO Act, etc.), and OIG Single Audits. Notify agency leadership and applicable Subject Matter Experts (SMEs) of the announcement of new audits and the receipt of auditor reports (GAO Statement of Fact (SOF)/OIG Preliminary Draft Report, Draft and Final, etc.). Coordinate, with applicable SMEs, updates to the status of open/ongoing audits and open recommendations, and requests for Target Action Date (TAD) extensions and for closure of open recommendations. Maintain and update the tracking record of the status of all open audits and recommendations. Coordinate NHTSA responses to auditor data calls and NHTSA Chief Counsel Office (NCC) review/concurrence. Coordinate external correspondence (such as NHTSA Management Response and Technical Comments on reports, and requests for closure of recommendations and/or reports on updated recommendation status, etc.) through SME drafts, NCC review/concurrence, and agency leadership review/concurrence. Monitor and update documents that accurately track GAO & OIG audits. Coordinate, schedule and facilitate meetings between OIG, GAO, OST and agency leadership and staff. Ensure comments for audits are clearly documented and meet the agency vision. In conjunction with NHTSA OFM staff, actively seek continuous input from colleagues, and internal and external customers, to improve agency processes for GAO and OIG audits. Inform agency leadership and staff of audit activities through frequent updating the status of audits and recommendations in weekly Senior Management, CFO Status, and GANTT Chart-Response Tracking Reports; Bi-weekly AICT Accomplishments/Status Reports; and ad hoc reports (as needed), ensuring transparency in addition to providing critical near real-time updates. Update the NHTSA Open/Ongoing Audit and Open Recommendations Master Tracker spreadsheets for consistency with the weekly reports and maintenance of historical information. Notify Senior Management and applicable program offices as appropriate regarding OST communications, and coordinate NHTSAs response. This includes the weekly OIG Report to the Secretary, OIG Semi-annual Audit Report (SAR), monthly TIGR (Transportation Inspector General Report), and input for the annual DOT Top Management Challenges Report, and the monthly OST Open Recommendations Status Report. Develop and consolidate GAO and OIG open audit and open recommendation status input for the monthly Snapshot Report. Prepare audit input for the quarterly Program Management Reviews (PMRs). • OIG Single Audits and OMB A-133 Compliance: Coordinate NHTSA’s responses with program offices regarding A-133 Compliance. • Coordinate update for Catalog of Federal Domestic Assistance (CFDA): Coordinate NHTSA’s CFDA update with program offices. Assisting for other OFM/AICT Functions • Monthly Snapshot Report: Compile data/status from program offices to generate dashboard for NHTSA managers on agency status and activities (to include, budget, travel, human resources, Congressional Reports and Directives, OMB Directives and Data Collections, and GAO/OIG Open Audits and Recommendations). • Document Review: Provide accurate and timely review of agency documents such as the monthly Snapshot Report, GAO/OIG reports, single audits and other team and NHTSA program documents for policy implications and guidance. Enhance the documents for accuracy, currency, consistency, and clarity before submission to OST and release to the public. Support OFM/AICT overall functions, as needed.
