    The Office of Grants and Contracts (OGC) in partnership with program and operational support services key responsibility is to mitigate risk for the organization. OGC provides subject matter expertise on donor compliance, federal regulations, donor terms and conditions, subaward management and PATH policies to maintain PATH’s reputation, credibility, and track record as the leading innovative nonprofit in the global health sector.

     

    The Global Grants and Contracts Manager will serve as the expert for the planning, budgeting, implementation, and evaluation of awards and outgoing agreements. This role is required to apply highly specialized acquisition and assistance knowledge, skills, and abilities involving a multi-donor environment that ranges from simple, low-dollar, short-term awards to complex multimillion-dollar, multi-year awards. This role will also serve as a technical resource to PATH; partner with staff in interpreting donor rules and regulations; and act as primary point of contact for grant and contractual technical resource.

     

    RESPONSIBILITIES

    • Lead a team of grants and contracts professionals located in various locations where PATH has offices including but not limited to Seattle, Washington DC and Nairobi.

    • Ensure that PATH is fully compliant with donor and funder terms and conditions, PATH’s policies, and government regulations and

    • Play a key role within OGC by providing a full range of services in support of PATH’s awards and subawards management, including serving as a technical resource to PATH in interpreting donor rules and regulations.

    • Lead person on all aspects of grant and contract compliance for projects within this role’s Ensure grant and contract management standards (e.g. reporting, procurement, visibility, transfer of assets, audit, approvals, waivers etc.) are understood and applied correctly.

    • Provide support on all aspects of incoming awards review and negotiation, drafting outgoing agreements, interpreting donors language, and applying rules and regulations from different

    • Provide oversight to grantees’ sub‐granting procedures and ensure that they are incompliance with USG requirements and other donors.

    • Maintain a comprehensive understanding of USG (USAID, CDC, NIH), Bill & Melinda Gates Foundation, GAVI, UN and other major donors’ policies and procedures, and keep abreast of changes in donor policies, rules, and

    • Manage the workflow for the Awards Management This includes creating and managing all necessary and required monitoring reports that will ensure complete oversight.

    • Work with PATH's responsible project managers and project administrators to ensure awards are reviewed and Outgoing agreements are executed per PATH

    • Participate as one of OGC’s Subject Matter Experts (SMEs) on all awards management-related projects within the

    • Provide input regarding donor’s solicitations and proposal preparation with regards to regulatory, risk mitigation, or potential compliance issues.

    • Coordinate ongoing professional development for the grants and contracts

    • As needed, create, collaborate, and implement new business processes associated with awards and subaward management and contribute to policy and design changes within

    • Provide strategic vision and oversight for awards management and cultivate buy-in with all programs and support services.

    • Plan and manage workforce strategy and operations of the Awards Management team, establishing performance goals that align with overall division and departmental

    Required Skills Required Experience

    • Degree in business management, finance, accounting, international development, public administration, or other related discipline

    • A minimum of eight years’ experience working with US federal grants, cooperative agreements, and/or contracts in the international non-profit sector required.

    • A minimum of three years’ experience managing staff on grants and contracts

    • Strong understanding of USG rules and regulations including FAR, AIDAR, 2 CFR 200, 2 CFR 700 and 45 CFR 75.

    • Proven ability in establishing and maintaining effective working relationships with agency representatives, government officials, and

    • Demonstrated experience training program staff on complex regulations and effectively transferring working knowledge of regulations, policies, and procedures through formal or informal training

    • Ability to successfully manage a global team

    • Strong Excel budgeting

    • Excellent written and verbal

    • Must have legal authorization to work in the United States.
