    Job Description

    This is professional accounting administrative work involving the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), or other comprehensive basis of accounting to a function of an accounting program.

    Responsibilities: 

    • Audit or analyze portions of financial statements and exhibits.
    • Maintain and reconcile accounts in accordance with GAAP or other comprehensive basis of accounting or compliance with applicable legal requirements.
    • Perform portions of or supporting schedules for agency and/or statewide financial statements in accordance with GAAP or other comprehensive basis of accounting.
    • Analyze or audits accounts to ensure compliance with GAAP, GAAS, or other comprehensive basis of accounting, and compliance with applicable legal requirements.
    • Coordinate or participates in disbursements, pre-audit functions, revenue recording, and/or other related accounting activities.
    • Assist in analysis and documentation of internal accounting and administrative controls.
    • Assist in analysis and documentation of internal accounting procedures.
    • Prepare analyses of cost recovery programs.
    • Prepare budgetary analysis or other financial reports by program area, appropriation, or fund for management.
    • Maintain fixed asset records, including depreciation schedules and insurance records.
    • Perform analyses involving computing ratios or assembling and summarizing accounting literature on an assigned issue.
    • Prepare reports to reflect the results of audit work or analysis.
    • Keep abreast of trends and developments in assigned programs and those in other states; provides recommendations for adapting new methods and techniques when desirable; and recommends solutions to problems.
    • Analyze present grant-in-aid plans and makes recommendations for improved effectiveness.
    • Recommend the initiation of projects, the introduction of specific concepts in assigned programs and develops new or revised methods, forms and reporting systems.
    • Provide assistance on all matters pertaining to the development and operation of grant-in-aid programs.
    • Interpret regulations and policies for program administrators, voluntary agencies, and community groups.

    • Prepare financial statement workpapers and schedules.
    • Utilize problem-solving techniques.

    • Analyze and evaluate accounting systems.
    • Prepare audit reports.
    • Review, analyze and evaluate financial and operational data.
    • Plan, organize and coordinate work assignments.
    • Establish and maintain effective working relationships with others.
    • Develop and monitor policies and procedures relating to grant-in-aid programs.
    • Evaluate and analyze data relating to grant-in-aid programs.
    • Understand and apply applicable rules, regulations, policies and procedures relating to grant-in-aid programs.
    • Develop and organize data into logical format for presentation in reports, proposals, and other written documents.
    • Utilize problem-solving techniques.
    • Work independently.
    • Plan, organize and coordinate work assignments.
    • Communicate effectively.
    • Establish and maintain effective working relationships with others.

    MINIMUM QUALIFICATIONS:

    • A bachelor's degree from an accredited college or university with a major in accounting; or a bachelor's degree from an accredited college or university with a business major and 24 semester hours of upper level accounting coursework.
    • A master's degree from an accredited college or university in accounting.
    • 1-3 years experience in an Accounting Administrative role
