    Job Description

    **Turner & Townsend **is seeking a Planner/ Estimator to work on a variety of Natural Resources, oil and gas projects nationwide. This person will be joining our Houston team providing estimating services on major construction projects for well-known clients. We are looking for someone who wants to be a leader in the industry, deliver large and complex projects while also helping mentor the future generation.

    *This position requires on site presence.

    Responsibilities:

    • Provide estimate and cost planning to include producing and presenting the final cost plan on TAR small cap projects within the refinery.
    • Ability to estimate at conceptual, programming and detailed level.
    • Assist in providing feasibility studies and using the application of parametric benchmark cost data.
    • Provide reasoned and rational cost advice on elements of cost estimating and planning.
    • Coordinate the development and implementation of project Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) in concert with Project controls Lead, Project cost consultant and contractor, and in conjunction with Project Execution Plans.
    • Coordinate and work with project parties to generate master schedules for projects and programs applying resource and cost loading (information availability dependent).
    • Understand local market rates and project nuances.
    • Contribute to benchmark library and advise on accuracy of cost advice and estimates received from external parties.
    • Provide benchmarking studies, analysis of cost data and presentation of data in reports.
    • Undertake cost assurance of third-party estimates, report writing and presentation.
    • Ability to perform all aspects of procurement, including managing the pre-qualification stage, produce bid list, bid analysis, produce bid report, and compile contractual documents.
    • Participate effectively with post contract cost variances and the change control processes.
    • Manage cost checks and carry out valuations on larger projects, and ensure timely and accurate cost checking, and valuation process.
    • Maintain liaison with client and other consultants at all projects stages.
    • Identify opportunities to develop new business with existing clients and report such opportunities to appropriate line manager and utilize marketing database.
    • Identify improvements for cost estimating procedures, templates, and products, and refer ideas to appropriate line manager.
    • Performs work in a safe manner and actively encourage others to comply with safety rules and regulations.

    Technical Requirements:

    • Competency using Excel, Word, PowerPoint, Bluebeam and AspenTech (preferred).
    • Proficient in use of industry estimating databases and other estimating data sources, e.g. RS Means, Trade Services, Richardson.

    Educational and Professional Qualifications:

    • Bachelor’s degree in engineering, Architecture, Building Construction from a four-year college or relevant industrial field construction experience.
    • A minimum of 5 years of relevant experience in project controls and time/schedule management.
    • A minimum 5 years of relevant experience in Estimating and related software.
    • Working on Turnaround small capital projects in a refinery a plus
    • Demonstrate experience of all elements of estimating construction projects, including but not limited to Civil, Structural, Architectural and MEP elements.
    • Quality Control – Ensuring compliance with quality standards and participation in ISO audits.
    • US construction experience is required.
    • Must possess exemplary communication skills – both written and oral.
    • Must be a “self-starter,” and a goal/results-oriented leader and team player.
    • Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
