  • Responsibilities

    As part of the TurningPoint Requirements Team, the Business Analyst will work with the state’s Human Services Department (HSD) Stakeholders, and SMEs to gather Requirements Specifications for System Integrator module of the Medicaid Management Information System Replacement (MMISR) Solution.

    Responsibilities:

    • The BA will be responsible for developing business processes and business requirements for the SI module, including requirements that will be leveraged for selection, configuration, and initial installation of MMISR modules and services.
    • Decompose the business requirements into draft user requirements; use case scenarios, functional and non-functional requirements.
    • Take ownership of the requirements deliverable and ability to lead and facilitate, JAR sessions, and JAD sessions with IT and Business stakeholders
    • Understand current state of MMIS business processes, capabilities of system integration platform and drive future state process discussions.
    • Understands concepts of Service Oriented Architecture, Enterprise Service Bus, service orchestration, and work with technical stakeholders to develop technical, system, and interface requirements.
    • Manage requirements in Requirements Management Tool (Jama), and create traceability for all requirements managed in Jama.

    Qualification:

    • MUST have experience in a Business Analyst role minimum 6 years for a software development team
    • MUST have a bachelor’s degree or equivalent educational degree in computer science or related field
    • MUST have 5 years of customer interfacing experience – Leading/Facilitating JAR sessions, JAD sessions, and customer presentation.
    • MUST have good interpersonal skills and have the ability to self-motivate and be goal driven
    • MUST have Excellent communication skills, both written and verbal

    Preferred Skills:

    • Good to have exposure to oracle cloud and oracle ESB product offerings
    • Good to have exposure to applications involving service orchestration
    • Experience working with Jama, JIRA, Confluence, and the rest of the Atlassian suite is preferred
    • Experience working on projects following CMS Requirements standards is a plus
    • Experience working on MMIS or Medicaid projects is preferred.
    • Experience working on any other state’s MMISR project or projects involving MITA certification is a plus.
    • SQL knowledge – preferred but not required
