    Job Description

    The United States Army Special Operations Command (USASOC) is looking for a Software Engineer to help transform cyber service and technology initiatives for the organization. The ideal candidate can work in a fast-paced environment, has a strong work ethic, and understands the high demands of the ever-changing cyber field.  This position serves as a civilian supporting the military and does not have a military service requirement.

    TITLE, PAY PLAN/SERIES/GRADE:  Software Engineer (official title on the position description is IT Specialist (Applications Software), GS-2210-12

    APPOINTMENT TYPE: Term position not to exceed 2 years

    This position may be extended in increments up to a maximum of 8 years at the discretion of management and in accordance with applicable regulations.

    This position may be made permanent without further competition at the discretion of management and in accordance with applicable regulations.

    WORK SCHEDULE: Full-time

    WORK LOCATION: Fort Bragg, NC

    Telework is optional up to 3 days per week upon approval.


    COMPENSATION PACKAGE:

    SALARY: $80,522 - $104,683 per annum

    Pay setting for current Federal employees will be set in accordance with pay setting regulations.  Non-Federal employees are able to request salary negotiations prior to appointment.

    Pay setting for non-Federal employees is approved at the step 5 rate of pay ($91,260) at management discretion.

    RECRUITMENT INCENTIVE: A recruitment incentive may be offered in the amount of up to 25% of the annual basic pay, multiplied by the number of years on the service agreement.

    RELOCATION COSTS:

    A relocation incentive may be offered for eligible current Federal employees who must relocate in the amount of up to 25% of the annual basic pay multiplied by the number of years on the service agreement. 

    Permanent Change of Station (PCS) expenses may be authorized, at management’s discretion, in accordance with applicable laws and regulations if relocation is required.

    An employee may not receive both a relocation incentive and PCS expenses.

    DESCRIPTION OF DUTIES:   

    Serve as the Digital Service Software/Data Engineer in support to the Research and Engineering Group.  You will focus on bringing private sector practices, talent, and technology to transform current initiatives.  Develop and integrate data and software.

    Responsible for being an expert on front-end and back-end software development.  Build state-of-art solutions, lead small project teams, and drive broad development efforts.

    Contribute to a talent strategy that is designed to bring leadership and staff with the skills to deliver world-class digital services.

    Work with recognized technical experts within the department and throughout the federal government, as well as individuals in the private sector, to develop coordinated approaches to unique problems or areas of concern.

    Plan and conduct work in design and technology to deliver digital services and use your mastery of the latest consumer internet technologies and technology management approaches.


    QUALIFICATIONS: Your resume should reflect that you meet BOTH the basic requirements and specialized experience defined below:

    BASIC REQUIREMENTS:

    Must have IT-related experience demonstrating each of the four competencies listed below.  This experience MUST be reflected in your resume.

    SPECIALIZED EXPERIENCE:

    Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

    APPLICANTS MUST SHOW IN THEIR RESUME that they have at least one year (52 weeks) of specialized experience at the GS-11 grade level or equivalent. 

    For this position, the SPECIALIZED EXPERIENCE IS DEFINED AS EXPERIENCE DEVELOPING USER-CENTRIC SOFTWARE AND TECHNOLOGICAL SOLUTIONS TO DELIVER SERVICES THAT MEET CUSTOMER NEEDS; INTEGRATING LEADING TECHNOLOGY PRACTICES WITH EXISTING DIGITAL SERVICES; AND PLANNING AND/OR CONDUCTING PIONEERING WORK IN TECHNOLOGY DESIGN TO DELIVER DIGITAL SERVICES.

    DESIRED KNOWLEDGE AND EXPERIENCE (This section provides insight as to what qualifications management is looking for in an applicant.)

    • Bachelor of Science or Masters in Science in Computer Science or related field, or equivalent work experience

    • 3+ years of experience in developing production low-level software (C, C++)

    • Solid OS fundamentals (experience with Linux or similar as a developer)

    • Strong knowledge of software data structures and algorithms.

    • Experience with distributed systems, interprocess communication, and message queues (e.g. ZeroMQ, Protobuf or similar technologies)

    • Thorough knowledge of the TCP/IP suite of protocols (including IPv6) and experience with network debugging tools (e.g. packet sniffers, protocol analyzers)

    • Proficient developing software on a Linux host, for embedded Linux targets (cross-compilation, etc.)

    • Comfortable working as part of a very small team, and at times in conjunction with larger external teams

    • Comfortable advising multiple other teams on an ad-hoc basis

    • Ability to adjust priorities with technical expertise and manage time wisely in a fast-paced, dynamic environment

    • Strong social and verbal/written/presentational skills. This includes working with peers, managers, and multi-functional teams

    • Solid understanding of source control software (Git)

    • Experience with embedded real-time operating systems

    • Experience with various serial, I2C, SPI protocols

    • Wireless networking technologies and standards (Wi-Fi and cellular)


    CONDITIONS OF EMPLOYMENT:

    • Must be a U.S. Citizen

    • Must be able to obtain and maintain a Top Secret security clearance with access to sensitive compartmented information (SCI) access.

    • Must be able to work other than normal duty hours, which may include evening, weekends, and/or holidays and/or overtime.

    • Must be able to pass random drug urinalysis testing.

     

    TRAVEL REQUIRED:  Temporary travel away from the normal duty location using military or commercial aircraft may be required up to 25% of the time.
