    ABOUT THE OFFICE

    The Circuit Library serves the Ninth Judicial Circuit of the United States.  It is the largest federal circuit in the country, comprising nine western states and two territories.  The Library serves the Court of Appeals as well as the District Courts, Bankruptcy Courts, Probation and Pretrial Services Offices, and Federal Public Defenders.  The current Ninth Circuit Library system is composed of approximately 40-45 staff members in 22 staffed locations throughout the circuit. 

    ABOUT THE ROLE

    The Circuit Librarian is a statutory position authorized by 28 U.S.C. § 713 and appointed by the Court.  The Circuit Librarian is responsible for the administration of the Circuit Library.  The Circuit Librarian is responsible for the oversight of the library collection, staff, and space, which includes setting goals and policies, leading the exploration and adoption of new technology, managing staff, developing and monitoring the annual budget, approving and recommending procurement activities, managing library materials, and working with representatives from the Ninth Circuit, the General Services Administration (GSA), and other building management services to address library space and facilities issues.

    REQUIRED QUALIFICATIONS

    • Master's degree in Library or Information Science from an American Library Association (ALA) accredited program.
    • A minimum of five years of experience that demonstrates an ability to: manage multiple and conflicting priorities; lead with vision; develop and execute strategic plans; communicate effectively, both verbally and in writing and explain to clarify information provided to both high-level officials and support staff; analyze and solve problems; integrate current and future technologies into a library program. At least three of the five years must have been in a position of progressively responsible supervisory experience plus other law library experience.

    PREFERRED QUALIFICATIONS

    • Solid leadership and interpersonal skills, confidence managing diverse staff in multiple locations across a wide geographic area, and the ability to manage remote staff efficiently (e.g., implement shared services within the library organization to reduce the need for redundant work in multiple locations);
    • Strong staff management skills, with demonstrated experience:
      • hiring new staff and succession planning;
      • training, coaching, and mentoring staff to meet or exceed organizational goals, while holding staff accountable; and
      • team building within a library program;
    • Experience with strategic planning for a library program to meet the current and future needs of the larger organization, success in implementing strategic plan goals, and skills in process management and improvement;
    • The ability to lead and implement a vision for a service-oriented library program undergoing significant change, including changes to services provided, space, collections, and migration of print collections to digital collections;
    • Experience with the development of new services and realigning existing services provided by staff to meet the current and future needs of the organization;
    • Experience with re-branding/marketing a program, such as developing a comprehensive marketing plan that includes coordinated outreach and promotion of librarian expertise and services to all judges, law clerks, staff attorneys, court unit executives, and other court unit staff;
    • Demonstrated ability to present to senior leadership and to foster strong and effective inter-organizational relationships throughout all levels of an organization; and
    • Experience preparing, justifying, and managing an annual budget and planning for changes in funding.
    • A Juris Doctor (J.D.) degree is preferred.

    POSITION DETAILS

    Location: The position is based in the architectural landmark courthouse at Mission and 7th Street in San Francisco.  Occasional travel within the Ninth Circuit may be required.

    Collaborates with: Judges, court unit executives, managers, and staff.

    REWARDS & PERKS

    Salary: $183,234 –  $218,600 (JSP 16), depending on qualifications and experience.

    Time off: 11 paid holidays, 13 vacation days, and 13 sick leave days per year. After three years, vacation days accrue at a higher rate.
